The Port of San Francisco is an enterprise agency governed by a five-member Commission. This permanent exempt (PEX), full-time position is exempt from the competitive civil service examination process. Appointees serve at the discretion of the Appointing Officer and may be at-will. Responsibilities

Provide regulatory and environmental input to inform Waterfront Resilience Program (WRP) project plans; help prepare scopes of work, schedules, and budgets for environmental analyses and regulatory permitting. Manage consultants in preparing environmental technical studies, quantitative analyses, proposed mitigation, cost estimates, and timelines to comply with regulatory permits. Provide input on project-related contract specifications for construction best management practices, environmental compliance, and permit conditions; monitor progress for quality, timeliness, and cost effectiveness; resolve change orders as needed. Serve as environmental regulatory permitting lead for multi-disciplinary project design and delivery teams. Develop environmental regulatory permitting strategies; schedule pre-application meetings and prepare permit applications. Provide expert permitting advice to project teams on schedules and risks; review and finalize consultant products; manage consultant scopes, schedules, and budgets related to environmental review and site investigation/remediation. Assist with planning and execution of environmental studies, including NEPA/CEQA analyses; monitor and report compliance related to environmental mitigation measures. Prepare project applications to the San Francisco Planning Department and prepare materials for NEPA lead agencies. Coordinate input from City, Port, and WRP staff into technical studies and regulatory permitting deliverables for upland and in-water construction projects, including demolition, dredging, and hazard abatement. Support investigation and remediation of contamination and hazardous materials; evaluate nature-based adaptation strategies for the waterfront. Manage environmental surveys (lead, asbestos, PCBs) for demolition projects; ensure regulatory compliance, monitoring, and reporting. Coordinate with Port Planning & Environment Division staff on consultant scopes for site sampling, analysis of environmental media, and hazardous materials management; implement risk management plans and vulnerability assessments. Support mitigation monitoring and reporting programs for construction dust, stormwater, noise, water quality, and other permit conditions; coordinate with regulatory agencies and stakeholders. Engage with the Resource Agency Working Group and regulatory agencies (e.g., USACE, CAL Fire, BAAQMD, CA DFW, San Francisco Planning, EPA) as needed; respond to information requests and negotiate permit conditions. Collaborate with Port and WRP teams to resolve issues promptly; escalate as appropriate. Qualifications

Possession of a baccalaureate degree from an accredited college or university in environmental studies, environmental sciences, earth sciences, water management, planning, geology, architecture, civil engineering, law, public administration, or related field; AND Five (5) years of progressively responsible experience in planning, environmental review, environmental regulatory review, or environmental law; AND Valid California driver’s license (to be presented at time of appointment). Must be insurable under Port’s automobile liability insurance; insurability must be maintained throughout employment; AND Incumbents must have, or obtain within one year of employment, 24-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training. Substitution Education Substitution: Additional qualifying work experience may substitute for the education requirement on a year-for-year basis, up to two years. Experience Substitution: Master’s or doctoral degree may substitute for one year of the required experience. Maritime Transportation System (MTS) Access Candidates requiring unescorted MTS access will undergo a security clearance process including FBI fingerprints and immigration check. The Ideal Candidate

Experience with sustainability planning, including nature-based adaptation features or habitat enhancements is a plus. Strong collaboration skills and ability to work with cross-functional Port teams and City departments.
