EVP/Chief Credit Officer and Special Assets Department:
Commercial Loan Department Reports to:
President Summary: The Chief Credit Officer either directly or through subordinate supervision, is responsible for technical and operational activities of Credit Administration, Commercial Underwriting, and Special Assets on a day-to-day basis, as well as formulation of strategies and business plans to achieve the Company’s long-range objectives. The Chief Credit Officer is responsible for the overall credit quality of the Bank’s lending portfolio, including the development of loan policy and procedures ensuring lending policies are in accordance with federal laws, approving credit within designated limits and ensuring compliance to all appropriate laws and regulations. This officer manages formation and execution of credit policy; implements and reviews risk management liabilities; oversees reporting to regulatory authorities and the Board, directs preparation and evaluation of credit related policy and procedure statements to ensure regulatory and policy compliance. This position performs all essential duties in compliance with regulatory requirements as well as Bank policies and procedures. Formulates, reviews, and updates loan policy and presents changes to Directors Credit Committee as appropriate. * Approves loans within established limits in commercial lending and Small Business Administration loans and makes recommendations to Directors Credit Committee.
* Advises Commercial Underwriters, Loan Servicing and Special Assets staff regarding structure, documentation, compliance, and loan workouts.
* Serves as primary contact for the credit function on regulatory exams and credit review.
* Provides credit training directly or through other resources.
* Recommends and monitors loan concentration limits.
* Develops/enhances loan products and underwriting.
* Analyzes and determines the allowance for Credit Losses (ACL) and makes recommendations for Loan Loss Reserves to ACL Committee.
* Develop and maintain effective communication and working relationships with direct reports and inter-departmental staff.
* Serves as a member of the Executive Management Team.
* Meets response and resolution times as defined in service level agreements and/or service requests and follows established processes to meet service level commitments.
* Maintains an understanding of the SOX control environment, risk assessment and control activities for the assigned area(s). As a control operation, maintains the knowledge and skill to perform the control and remains independent from related procedures performed in the process.
* Adheres to Sox-compliant procedures and consistently performs control activities accurately and completely with requisite source documentation.
* Cross trains in additional functions of the department
* Develop and implement effective processes to identify, escalate, report, track and remediate risk related issues.
* Completes all required regulatory training as assigned within deadlines established including BSA, Bank Security and any other training as assigned, within required timeframes and on an annual basis.
Special Assets: * Management of the day to day Special Assets function for the Bank.
* Work with bank attorney on loan forbearance, restructures, suits, foreclosures, and bankruptcies.
* Monitor attorney activity on assigned accounts and appear in court as a Representative of the bank when needed.
* Handle repossession and liquidation of collateral as assigned and required.
* Handle collection of any fraudulent type transactions.
* Handle collection of charge-off deficiency balances and negotiate settlements with customers, attorneys, and collection agencies.
* Serve as a recovery specialist and bankruptcy liaison for the Bank.
*Review current /Collections process and procedures and make recommendations for process improvements.
* Support Commercial lending function with business development ideas and/or lending programs that could enhance the bank’s overall commercial loan performance.
* Facilitate loan workout closings with customers as needed.
* Other duties and/or projects as assigned by supervisor.
Experience and Skills: * Bachelor’s degree in business, Economics, Accounting, Finance, or other bank related educational area.
* Minimum 10 years of credit administration experience in a banking environment with increasing levels of responsibility and approvable by regulators.
* Graduate of Banking School preferred. Awareness of operational responsibility for Regulatory and Audit issues:
* Regulatory and privacy and security concerns
* Appropriate banking laws, regulations, internal policies and procedures. Regulations directly applicable to this position include Reg. CC, D, DD, E, B, C, H, O, U, X, and Z.
As a bank employee, you are responsible for following established policies and procedures related to the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Countering the Financing of Terrorism (CFT), OFAC, USA Patriot Act, and all rules and regulations applicable to banking and the lending function. This includes attending required training, reporting all suspicious activity to the AML/CFT Compliance Officer, and following policy/procedure as it pertains to your job responsibilities. Failure to follow established bank regulations, AML/CFT policies, lending rules, policies and procedures will result in disciplinary action that may include termination. Seniority level
