Overview
Director of Budget, Grants, and Personnel – City of New York. The Office of Safety Education and Outreach (SEO) seeks a Director of Budget, Grants and Personnel to manage all processes related to funding and budgeting for resources for citywide traffic safety education programs and for staffing to support the City’s Vision Zero plan. The Director will report to the Assistant Commissioner and will lead the annual budgetary process to fund ongoing projects and new initiatives. The role involves coordinating with OMB, the DOT Budget Office, State grantors, the Mayor’s Fund to Advance NYC, and other City agencies to identify and apply for funding and ensure funds are spent fully and appropriately. Responsibilities
Supervise the SEO Fiscal Officer who is responsible for procurements for the unit, including large service contracts, consultant projects, and the purchase of supplies and materials for educational programs. Develop and manage a detailed yearly OTPS budget for each funding source, assign staff to budget lines, monitor funding use, determine budget modifications, and request funding for new needs. Oversee staff performance, provide guidance on funding and timelines for purchases, monitor contracts, purchase orders, and payments, and provide training on fiscal procedures and systems. Develop and submit proposals for state and city grants (e.g., NYS Governor’s Traffic Safety Committee) and coordinate initiatives through grant-funded programs; review grant-funded materials and manage grant-related activities including expenditures, deliverables, fiscal claims, evaluations, and reporting. Serve as the NYC STOP‑DWI Coordinator, approving agency funding requests and expenditures, liaising with State and City agencies, developing an annual citywide STOP‑DWI Action Plan, and handling program audits. Act as liaison to the NYC Mayor’s Fund to help create proposals for private funding of traffic safety education projects; administer DOT funding and review consultants’ work and payment requests. Collaborate with the DOT Budget Office and the ACCO to draft scopes of work and costs for large, multi-year vendor contracts; represent the agency in meetings with state grantors; participate in NYC Traffic Safety Board and related groups; manage special assignments and administrative tasks including directives and overtime requests. Handle personnel matters for the SEO unit, including recruiting, hiring processes, civil service titles and exams, leave and reasonable accommodation paperwork, disciplinary matters, staff assessments, performance reviews, updating org charts, and assisting leadership with personnel matters. Minimum Qualifications
A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, plus two years of professional experience in budget/financial administration or related areas; 18 months of this experience must be in executive/managerial/administrative/supervisory capacity with supervision of professional staff. A bachelor’s degree from an accredited college and four years of professional experience in the described areas, including 18 months of executive/managerial/administrative/supervisory experience. Preferred Skills
Experience in City budgeting is a plus; experience in grant-writing is preferred. Additional Information
