Overview

The objective of this role is to foster and operationalize strategic partnerships and stakeholder engagement mechanisms that support the effective implementation of Panama’s National Adaptation Plan (NAP) within the framework of its Nationally Determined Contributions (NDCs). The specialist assesses existing collaboration structures, identifies coordination gaps, and develops actionable strategies to strengthen multi-sector governance, promote inclusive dialogue, and align key actors. The role also leads efforts to build institutional capacity and facilitate knowledge exchange to empower stakeholders to integrate climate adaptation priorities into national and sectoral planning processes. Responsibilities

Strengthen adaptation planning governance and institutional coordination (Outcome 3.1). Develop and implement tailored awareness, outreach and communication strategies to engage stakeholders on climate change adaptation planning processes. Coordinate project activities and maintain channels of communication among the National Designated Authority (NDA), Implementing Entity, UNEP, and the Project Management Unit (PMU). Support the adaptation planning and other teams in strategic and operational coordination of meetings, workshops, trainings, events, trips, consultations, and communications efforts; ensure timely follow-up to achieve outputs. Collaborate with MiAMBIENTE staff, UNEP and partners to provide technical input on partnership platforms and ensure technical quality of outputs. Identify recurring gaps in existing partnerships, propose strategies to reduce gaps, and engage new and innovative stakeholders to enhance national ownership and long-term sustainability. Support evidence-based design for adaptation solutions (Output 3.2.1) by contributing to baseline development, stakeholder engagement, data review, and indicator design aligned with NAP/NDC frameworks. Support mainstreaming of NAP priorities into budgets and mobilize adaptation finance (Outcomes 3.4). Contribute to development of a Climate Change Adaptation Financing Strategy and two Green Climate Fund (GCF) concept notes; facilitate dialogue between public and private sectors to unlock financing opportunities. Engage public sector agencies, financial institutions, and NGOs; develop and deliver capacity-building on finance mechanisms and budgeting aligned with NAP priorities. Lead development of operational plans, budgets, and monitoring indicators; synthesize performance data to inform management decisions. Qualifications and Skills

Academic: Bachelor’s degree in business/public administration, environmental management, international development, environmental sciences, social sciences, political sciences, engineering, or related field. Master’s degree in climate change, geography, natural resource policy, or related field is desired. Professional: minimum 3 years of relevant experience in development/natural resource management or climate change adaptation in Panama; experience with operational tasks and project coordination; knowledge of climate change adaptation/natural resource management processes in Panama; experience in developing and/or implementing climate communication strategies; experience organizing meetings, workshops, trainings; experience in report preparation and project coordination. Languages: Fluency in Spanish is required; basic English is desirable. Skills: stakeholder analysis and engagement, building relationships with diverse actors, understanding government settings, initiative and discretion, interpersonal and public relations skills, cross-functional collaboration, and ability to develop detailed operational plans and budgets; ability to synthesize program data and generate analytical reports. 6 MONTHS Duties and Responsibilities (Organizational Context)

The UNEP Latin America and the Caribbean Office (LAC Office) in Panama City supports 33 regional countries and collaborates with the Ministry of Environment of Panama to implement the National Adaptation Plan project within the Green Climate Fund Readiness program. The consultant operates under supervision of the Regional Subprogram Coordinator for Climate Change and works with the Adaptation team, government counterparts, and development partners. Travel may be required for consultation processes. No Fee
