Overview

The Vice President for Financial Services/Chief Financial Officer (CFO) serves as the chief steward of Meridian Community College’s financial and business operations, reporting directly to the President. The CFO provides leadership, vision, and oversight for all fiscal, human resource, and operational areas of the College, ensuring compliance with federal, state, and accrediting regulations while promoting financial stability and ethical accountability. Responsibilities

Leadership and stewardship of Accounting, Procurement & Contracts, Budgeting & Forecasting, Auditing, Financial Reporting, Data Analytics, Human Resources, Investments, Facilities Management, Risk Management, the Eagle’s Nest Bookstore, and Food Services. Advise the President and Board of Trustees on financial matters, ensuring recommendations align with MCC’s mission and with laws governing Mississippi community colleges. Develop the College’s annual operating budget in collaboration with departments; secure approval by the President and Board of Trustees. Manage budget adjustments and revisions to maintain fiscal balance and transparency. Provide monthly and annual financial reports, including the Mississippi Budget Report (MBR), to the President, Board of Trustees, and state/federal agencies. Provide forecasting and data analysis (e.g., return on investment calculations) to stakeholders. Ensure compliance with generally accepted accounting principles (GAAP) under GASB and government auditing standards. Oversee accounting operations (payroll, purchasing, accounts payable/receivable, asset management, grants management). Ensure compliance with OMBCirculars and federal cost principles. Manage procurement, including Requests for Proposals and sealed bid processes, in accordance with state law. Coordinate and support annual external audits of College and MCC Foundation activities, resolving findings promptly. Provide oversight of human resources operations, ensuring accurate personnel records, onboarding & human capital management, and compliance with employee training requirements. Ensure timely communication of employee benefits, policies, and employment-related updates. Monitor investment opportunities and make recommendations to maximize financial returns while maintaining fiscal responsibility and regulatory compliance. Maintain comprehensive insurance coverage and direct ongoing risk assessment and avoidance strategies. Oversee auxiliary services, including the Eagle’s Nest Bookstore and contracted food services, ensuring quality, affordability, and student engagement. Ensure timely submission of all required state, federal, and accreditation reports. Maintain a current Business Services Procedures Manual. Stay current with best practices and standards through organizations such as NACUBO, CCBO, CUPA, GASB, and FASB. Qualifications

Required: Bachelor’s degree in Accounting. Required: Master’s degree in Accounting, Finance, Business Administration or related field OR CPA license. Minimum 7-10 years of progressive experience in financial leadership (e.g., Director of Finance, Assistant CFO, or CFO). Strong leadership, communication, team management and decision-making skills with a proven record of fiscal stewardship and a culture of accountability and service. Ability to prudently manage complex budgets, financial compliance, and reporting requirements. Preferred Qualifications

Knowledge of Mississippi community college funding structures and state-level reporting (or equivalent state system). Proven track record of leading clean external audits with minimal or no findings. Knowledge of governmental accounting and compliance standards. Experience overseeing auxiliary enterprises (e.g., bookstore, food services, housing, contract operations, or similar operations). Familiarity with federal and state grant compliance (Department of Education, OMBCirculars, etc.). Experience with risk management programs, including insurance, compliance, and safety initiatives. Familiarity with enterprise financial systems (Ellucian Banner, CampusCafe or similar ERP). Experience working effectively with boards of trustees and external stakeholders. Excellent communication and presentation skills for conveying complex financial information to non-financial audiences. A record of strategic leadership that supports institutional growth, student success, and mission-driven decision-making. Physical Demands
