to join the team and lead our efforts in securing high-value federal contracts. This role requires a strategic leader with a proven track record of winning competitive bids valued at $50M+ in the federal marketplace. Reporting to the Chief Growth Officer, you will drive strategy, build key relationships, and position LTS to win competitive federal contracts in security, IT, and defense sectors. Our professionals specialize in multiple disciplines including program management, system integration, system design, system development, cybersecurity, infrastructure, and data analytics. Lead end-to-end capture management for federal opportunities, including opportunity assessment, competitive analysis, teaming partner selection, and win strategy development. Implement the approved capture process and maintain an up-to-date capture plan. Develop and execute capture plans that align with company goals, ensuring compliance with FAR, DFARS, and other relevant guidelines. Ensure compliance with federal procurement regulations and internal processes. Conduct market research and intelligence gathering to identify emerging federal requirements, trends, and funding opportunities across agencies such as DHS, DHA, VA and others. Build and maintain relationships with key stakeholders, including government officials, prime contractors, subcontractors, industry partners, and internal teams to foster collaborative bidding environments. Oversee proposal development teams, coordinating inputs from subject matter experts, pricing analysts, and technical writers to produce compelling, compliant proposals. Perform risk assessments, price-to-win analyses, and color team reviews to optimize bid strategies and maximize win probability. Track and report on capture metrics, including pipeline health, win/loss analyses, and lessons learned to continuously improve processes. Collaborate with leadership and technical teams to craft compelling solutions. Mentor BD team members on capture best practices. Required Skills & Qualifications Bachelor's degree in Business Administration, Public Policy, Engineering, or a related field; Minimum of 8+ years of experience in federal contracting business development, with at least 5 years in a leadership role. Ability to obtain and maintain a security clearance. History of leading diverse, cross-functional teams in high-stakes environments with tight deadlines. Demonstrated success in managing capture processes from opportunity identification through proposal submission and award, emphasizing quantifiable achievements such as win rates, contract values, and revenue growth. Proven track record of capturing and winning federal contracts with demonstrated results including: Securing awards totaling $500M+ in aggregate value; Achieving a win rate of 50% or higher on competitive bids; Leading successful captures for major federal programs (e.g., IDIQs, GWACs, or single-award contracts); Proficiency in capture management tools (e.g., GovWin, or similar CRM platforms); Strong understanding of government contracting vehicles such as GSA, IDIQ, and Schedules, CIO-SP3, and agency-specific contracts; Deep knowledge of federal procurement processes, including RFI/RFP/RFQ analysis, source selection criteria, and protest resolution; Proven experience leading capture efforts for federal government contracts, preferably in the security, IT, or defense sectors; Excellent communication and presentation skills with experience briefing executive leadership and external partners; Exceptional strategic thinking, communication, and relationship-building skills; Ability to work collaboratively in a fast-paced, results-driven environment.
