Job Description
Under direction, is responsible for short and long term program planning, evaluating and monitoring of health care delivery systems in the Department of Public Health; develops planning policy; establishes, coordinates and finalizes the department-wide planning process and comprehensive plan for health services; provides technical direction and supervision for the Health Program Planners; prepares difficult and complex reports; makes recommendations to improve, modify or delete existing health programs or substantiate the need for additional health programs; and performs related duties as required.
Essential Duties: Community Health Needs Assessment : Analyzes local demographic, programmatic, and health status data and compares those to national and state trends and benchmarks. Department Planning : Participates in the department's health planning efforts by planning, organizing, and staffing inter- and intra-departmental work groups; providing information and technical assistance in areas such as goals, objectives, priority setting, group facilitation, and consensus building as needed; researching key health issues; writing interim and final reports; and making presentations on such information. Program Development : Participates in program planning, development, and evaluation to identify health problems and develop effective programs to address those problems; assisting in the development and preparation of plans related to health care delivery by the Department. Policy Analysis and Development : Analyzes legislative, regulatory, and financial health policy proposals and their impact on the department; develops policy proposals to address identified needs consistent with the department's mission and priorities. Government Relations : May work with federal, State, local and other health institutions/agencies by developing consistent and effective linkages with policymakers; maintains knowledge of legislation and regulations affecting DPH; enhances departmental influence on legislative and administrative policy; maximizes DPH's use of funding opportunities; transmits information on legislative issues to DPH programs; tracks legislation for programs; prepares legislative analyses; makes recommendations on City positions; writes resolutions and letters of support/opposition; assists with drafting legislative proposals and amendments; identifies key policy issues for legislative intervention. Statistical Analysis : Conducts and oversees statistical, budgetary data analysis by using computer programs; inputting, synthesizing and analyzing data; and reporting results of analysis; participates in and contributes to surveys as needed; develops and maintains databases; analyzes data and writes statistical reports used for budgetary or quality purposes; routinely works with State databases; develops presentation materials. Information Management : Develops and maintains department informational resources by ensuring that department staff have access to complete and timely information for program development and improvement; and maintaining data from Federal, State, and private sources on healthcare utilization, laws, regulations and sources of funding. Grant Applications : Develops grant proposals for programs by researching and identifying program funding resources; providing information on funding opportunities to program managers; processing proposals that will address community needs; providing training and technical assistance in development of grant proposals including program plans, budgets; and monitoring various levels of City and DPH reviews. Project Management : Assists in project management of assigned section or program area; trains staff, evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with staff to evaluate and implement goals, responsibilities, policies and procedures of the program. Supervision : May supervise staff and/or student interns; provides mentoring and oversight; develops mutual work plans; sets performance objectives; holds regular meetings for reviewing progress; and analyzes and resolves management problems. Reports : Prepares written reports and needs assessments and makes formal presentations of those reports as needed.
The 2820 Senior Health Programmer Planner also performs other related duties as required.
Qualifications
Current Category 16, 17, or 18 Exempt Employee in Class 2820 who has worked at least 2,080 hours in class 2820;
AND EDUCATION : Possession of a baccalaureate degree from an accredited college or university with major course work in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field;
AND EXPERIENCE : Four (4) years of increasingly responsible experience in planning, research or evaluation for a large public or mental health department or agency. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
