Overview
The Maryland Public Service Commission (Commission), an independent regulatory agency, seeks an attorney to join its Staff Counsel Division. This position focuses on wind energy development and regulation, particularly offshore wind facilities and associated transmission. The Commission regulates public utilities and related industries in Maryland. Grades and location are as follows: Staff Attorney I (Wind Program), 19; Staff Attorney II (Wind Program), 20; Staff Attorney III (Wind Program), 21. Location: William Donald Schaeffer Tower, 6 St, Paul Street, Baltimore, Maryland 21202. Main Purpose of Job
The position may be filled at entry, intermediate, or experienced level. Staff Counsel Division provides legal advice to the Commission’s technical staff. The selected attorney must develop specialized expertise in the development and regulation of wind energy facilities, especially offshore wind facilities and related transmission. Responsibilities
Represent Commission technical staff in proceedings, including witness preparation, cross-examination, and brief preparation. Participate in and contribute to Commission-sponsored work groups addressing regulatory and policy issues, with emphasis on offshore wind development. Draft and present proposed regulations. Review proposed legislation and develop Staff recommendations on bills affecting regulated industries. Assist in monitoring and enforcement of Commission rules and orders. Deliver clear, effective written and oral communication on complex legal and policy matters. Collaborate with and help lead an interdisciplinary team implementing the Wind Program. Minimum Qualifications

Juris Doctor or equivalent degree from an accredited law school. Licensure:
Must be a member of the Bar in any state or federal jurisdiction at the time of appointment; if not currently a member, must become a member of the Maryland Bar within 18 months of appointment. Experience (vary by level): Staff Attorney I (Wind Program):
Completed JD and Maryland Bar membership or waiver eligibility; internships/coursework/experience in Administrative Law, Environmental Law, Corporate Law, Economics, Accounting, Engineering, Energy Law, Wind Energy Development, or Environmental Science; Law School GPA 3.0+. Staff Attorney II (Wind Program):
Two years of experience in a government agency practicing law related to regulation of public utilities or wind energy development. Staff Attorney III (Wind Program):
Four years of experience in a government agency practicing law related to regulation of public utilities or wind energy development, or in a wind energy development company. Notes on Experience and Substitutions:
Three years of experience in a regulated public service industry or wind energy company may be substituted for the required experience. Candidates may substitute U.S. Armed Forces service as a commissioned officer for related legal experience. Four or more years (for I/II) and eight or more years (for III) of practice may substitute for required experience. Candidates should submit law school transcripts, and if applicable, undergraduate/graduate transcripts as well. Desirable Qualifications
Strong legal research, writing, and advocacy skills. Ability to analyze complex issues and communicate recommendations clearly and persuasively. Collaborative mindset to work with interdisciplinary teams. Sound professional judgment and commitment to ethical public service. Experience with administrative law, regulatory law, legislative drafting, or public policy is highly desirable. Trial litigation skills. Licenses, Registrations, and Certifications
Attorneys admitted and enrolled to practice before the Court of Appeals of Maryland within 18 months of appointment. Failure to obtain admission within 18 months may be grounds for termination. Possession of a motor vehicle operator’s license valid in Maryland if duties require it. Special Requirements
