The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Coastal Resilience (BCR) was created in October 2023 to address the risks of current and future coastal flooding in New York City, fulfilling a major initiative in Mayor Adams’ PlaNYC strategy. The Bureau of Coastal Resilience’s vision is a vibrant, healthy and safe coastal environment that allows people and businesses to thrive in the face of a changing climate – addressing sea level rise, high tide events and storm surge. This requires a holistic, forward-thinking, inclusive and equitable response to coastal flooding risks and an integrated approach to watershed management.
BCR will develop and implement strategic planning initiatives and will be responsible for the operations and maintenance of coastal infrastructure assets along NYC’s 520 miles of shoreline. BCR is committed to a coordinated approach to planning and response across NYC agencies, while working closely with community and partners.
BCR is seeking to hire a Director of Capital Planning ("Director"). The Director will report to the Assistant Commissioner, Engineering and will manage the capital program for coastal resilience, including near-term and long-term capital projects, infrastructure design review, and grant management (participating in grant proposal writing, execution and reporting). In addition, the Director will participate in the development of flood risk assessments (relating to floodline modeling and mapping) and risk mitigation planning. To ensure alignment with other city planning initiatives, the Director will value strong collaboration and engagement with relevant City agencies, such as City Planning, Design and Construction, Buildings, Transportation, Parks, Management and Budget, Small Business Services, and the NYC Economic Development Corporation, among others, as well as our State and Federal partners.
The Director will be tasked with:
Recruit and lead a strong, multi-disciplinary team of professionals including: engineers, landscape architects, ecologists, GIS specialists, etc.
Establish bureau procedures including budgeting, strategy, capital planning & design, and regulatory compliance.
Apply in-depth knowledge of DEP utility assets and work closely with DEP bureaus to identify opportunities for a DEP one water approach to flood risk management.
Engage with US Army Corps of Engineers on coastal storm risk management projects and guide BCR’s engagement on Section 8106, which allows for inclusion of multiple forms of flood risks into USACE designs (including stormwater/inland flooding, groundwater, etc.).
Lead DEP design reviews for existing USACE projects including: South Shore of Staten Island project and the Rockaways Bayside project, coordinating multi-agency input on design, engineering and implementation; ensure DEP utility assets are considered appropriately in designs.
Organize and manage information and data of infrastructure projects and new assets. Manage collection, analysis, and reporting of data streams and work closely with OMB on climate budgeting, and EDC on the shoreline maintenance program.
Engage with the public, elected officials, the press, and other stakeholders to raise awareness about coastal resilience issues and initiatives.
Be a good steward of resources through effective grant management, records retention and risk management across all delivery areas.
Support BCR activities relating to FEMA mapping accreditation, soil remediation, wetland mitigation, flood vulnerability mapping and integration of climate science data into future-forward planning initiatives.
ADMINISTRATIVE ENGINEER - 10015
Minimum Qualifications
A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
Excellent interpersonal, communication skills, with the ability to work effectively with a diverse range of stakeholders.
Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex challenges.
A solid working knowledge of program management procedures, budgeting and procurement, and engineering practice to facilitate planning, funding, procurement, design and construction of both capital and expense infrastructure projects.
