Site Security Manager I Location: Honolulu, HI Requisition Type: Contingent (Open) Position Status: Full Time Security Clearance Level: Top Secret/SCI, SAP Information eligible, consent for Counterintelligence polygraph Duties And Responsibilities
The Air Force (AF) Special Access Program (SAP) Security Support Services (SSS) assists the AF cognizant security authority in oversight of enhanced National Security Objectives supporting AF SAP interests through active and integrated security operations, processes, mechanisms, and management. This support provides multi-disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible to dynamic SAP security situations. Develops and implements security documentation and procedures related to project security for planning, design, and construction, ensuring compliance with policy-based requirements. Conducts periodic security inspections for the duration of the project to ensure compliance with CSP and Accrediting Official (AO) requirements. Documents security violations or deviations of the CSP and notifies the AO within required timeframes. Works with construction firms to ensure security of the construction site, materials, equipment, site access and CSP compliance. Works with applicable AO to mitigate construction and physical strategies to counter security and counterintelligence threats. Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, applicable UFCs, and SAP policies. Provide day-to-day SSM security staff oversight including ongoing assessment of procedures to identify shortfalls and recommend updates to security policies, procedures, and systems. Ensure timely notification of pertinent security matters to program technical and management staff. Ensure the construction project meets the requirements of the ICD 705 Tech Spec, UFC 4-010-05 and customer requirements. Attend project planning meetings, design reviews, and contractor progress/planning meetings to provide security input and ensure customer requirements comply with the ICD 705 Tech Spec. Ensure photo documentation is completed for the life cycle of the construction project and retained per regulations. Evaluate proposed SCIF and Special Access Program Facility spaces for threats, vulnerabilities, and assets to determine efficient countermeasures. Brief all levels of personnel on security topics and ensure understanding of requirements. Proficient in professional briefings, technical writing, and correspondence. Ensure policy requirements are implemented; advise AO of compliance and variances. Deliver to the accrediting official Intrusion Detection Reports, Sound Transmission Class (STC) Reports, and RF Testing Reports as required. Develop accreditation documentation to include FFC, TEMPEST Checklist, Compartmented Area Checklist (if required), Co-Utilization Agreements, Accreditation Memorandums, Controlled Area Designation Letters (if required), Common Operating Authorization Letters (if required), SOPs, and Emergency Action Plans. Knowledge And Qualifications
Bachelors degree and 1 year of related experience or 5 years of related experience without a degree. 1 year of experience for each SPeD certification. Maximum equivalent experience for SPeD certifications/credentials will be no more than 3 years. Certification/credential examples: Security Fundamentals Professional Certification (SFPC) Security Asset Protection Professional Certification (SAPPC) Special Program Security Credential (SPSC) Security Program Integration Professional Certification (SPIPC) Physical Security Certification (PSC) Industrial Security Oversight Credential (ISOC) Antiterrorism Credential (ATC) Experience with physical security, personnel management and/or construction management. Excellent organizational and time-management skills. Strong communication and interpersonal skills. Ability to multitask and handle a variety of responsibilities with minimal supervision. Proficiency with Microsoft Office and related programs. Ability to operate under supervision. Complete additional safety training and/or certification as required by local site (e.g., OSHA 30 Construction Safety, OSHA Fall Protection, OSHA Confined Space) within the first 90 days of hire. Must obtain CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course within the first 30 days of hire. Must be able to pass a Site Security Manager Certification course within the first 12 months. Must be able to lift up to 40 lbs to examine product deliveries. Must be able to walk long distances and up and down stairs. Desired: Industry-accepted Site Security Manager certification; Former Construction Surveillance Technician; Industry-accepted Commercial Blueprint Reading certification. Equal Opportunity Employer.
