Salary:

$90,000 - $95,000 (Based on relevant experience)

Vice President, Child Welfare Residential Programs

Overview

The Program Director will monitor and assess program strengths and opportunities, collaborate across departments and external entities (e.g., ACS and OCFS), and develop and apply strategies to ensure program performance measures are met. The role involves leading innovative and trauma-informed, evidence-based therapeutic modalities within a clinical, youth-focused residential program and ensuring services and documentation align with Good Shepherd Services’ philosophy and city/state mandates. The Director will oversee the Residential Life program and guide the team to respond to the needs of youth, families, and the program in collaboration with the Residential Life leadership.

Major Duties

Oversee and monitor the creation and implementation of a therapeutic program milieu by integrating Child Welfare initiatives, trauma-informed practices, and evidence-informed models to ensure ongoing development and fidelity to best practices (including Families First, Medicaid Managed Care, Sanctuary, Integrated Treatment Model, Youth and Family Development, Preparing Youth for Adulthood, and other trauma-informed models).

Hire, train, and supervise milieu staff in collaboration with Residential Life Leadership; develop and retain staff.

Assist with stabilization, respite and crisis management including oversight of on-call services when necessary.

Participate in inter-disciplinary team and program planning meetings to ensure robust integration of residential delivery in the therapeutic milieu.

Collaborate with the Director of Clinical and Social Services to maintain census, intake processes, and overall social services delivery.

Meet regularly with Health Services, Social Services, Sanctuary, ITM and other departments to ensure integration and effectiveness.

Ensure all City and State mandates and regulations are communicated and followed by all team members.

Respond to significant incidents and collaborate with the GSS Compliance Department, HR, ACS Office of Shared Response and OCFS Justice Center on necessary measures.

Ensure mandated paperwork and recordkeeping remain in compliance with ACS, OCFS, HR, Compliance Risk Management and the Program Evaluation and Planning Department.

Collaborate with the Vice President and Residential Leadership to ensure close communication across disciplines and effective use of resources, including budget monitoring.

Communicate and collaborate with GSS peer and support departments (e.g., Development, Finance, Government Contracts, HR, IT, Program Evaluation and Planning, Training).

Participate with the Program Evaluation and Planning Department in program evaluations, data collection, and outcomes management.

Lead the implementation of trauma-informed practice and other models within the Residential programs.

Encourage and advance the Sanctuary Model and its tools to create a non-violent, trauma-informed culture and support self-care.

Promote and model the Sanctuary Model commitments and integrate the SELF framework (Safety, Emotional Management, Loss, and Future) into daily practice.

Utilize Sanctuary Model principles in supervisory practice.

Performs other duties as assigned.

Qualifications

Master's Degree in Social Work, Mental Health Counseling, or a relevant field REQUIRED

New York State LMSW/LMHC preferred (but not required)

Experience working with adolescents and their families required

Experience in residential settings preferred

Child Welfare experience preferred

Minimum of 5 years supervisory experience with strong managerial skills

Bilingual English/Spanish preferred

Excellent interpersonal, communication, and writing skills

Strong organizational skills and attention to detail

Team player with collaborative work style

Knowledge of NYS DSS and NYC ACS/OCFS regulations helpful

Knowledge of HR compliance and risk management helpful

Experience with CRM/Connections and other tracking systems helpful

Computer proficiency with MS Office

Ability to manage multiple priorities and meet deadlines with flexibility

Commitment to trauma-informed, strength-based, youth-and-family development perspectives

Ability to complete and maintain certification in the program’s chosen behavior
