Cyclyx International, LLC ("Cyclyx") is a pioneer in the plastic value chain, leveraging our proprietary technology to convert post-use plastic waste into high-quality feedstock for recycling. We provide customized solutions for brands and companies aiming to achieve their recycled content goals, actively supporting the development of a circular economy. Our state-of-the-art Circularity Center, currently under construction in Houston, TX, will be the first large-scale facility in the United States, designed to process a diverse range of post-consumer, commercial, and industrial plastic waste. This center will have the capacity to produce 300 million pounds of custom-formulated feedstock per year and convert it into ISCC-PLUS-certified feedstock suitable for mechanical and advanced recycling applications. Cyclyx is seeking a seasoned Human Resources Business Partner to lead HR strategy and execution for a new, state-of-the-art facility currently under construction. This role will be a critical partner to plant leadership, responsible for planning and executing all HR functions—from initial staffing and safety compliance to long-term labor oversight, employee relations, and cultural development. The successful candidate will play a pivotal role in building the workforce from the ground up, establishing a high-performance culture, and ensuring alignment with operational goals and safety standards. This role will also work closely with our small corporate HR team to ensure consistency, compliance, and alignment with company-wide HR strategies and policies. Key Responsibilities

Facility Startup & Staffing Strategy

Develop and execute a comprehensive staffing plan for a new facility, including phased hiring aligned with construction and operational milestones Partner with leadership and project teams to forecast labor needs and define organizational structure Build recruitment pipelines and community partnerships to support large-scale hiring and workforce readiness Design and implement onboarding, orientation, and training programs tailored to startup operations Workforce Planning & Talent Management

Continuously assess staffing needs and optimize workforce deployment across departments Manage short-term and long-term recruiting strategies to support production goals Create scalable systems for onboarding, cross-training, and employee development Safety & Compliance

Collaborate with the EHS team to establish and enforce OSHA and facility-specific safety protocols Lead HR-related incident investigations and corrective action planning Promote a safety-first culture through proactive training and communication Culture & Engagement

Champion a culture of accountability, respect, and continuous improvement from the ground up Launch employee engagement initiatives, feedback programs, and recognition efforts Mediation of workplace conflicts and fostering positive employee relations Time & Labor Oversight

Administer timekeeping systems and ensure accurate labor reporting and payroll inputs Monitor attendance, overtime, and productivity metrics to identify trends and drive improvements Ensure compliance with state and federal wage and hour laws and internal policies Policy & Performance Management

Develop and implement HR policies, procedures, and guidelines for a new facility Support managers with performance reviews, disciplinary actions, and development plans Ensure fair and consistent application of policies across the workforce Strategic HR Leadership

Serve as a key onsite advisor to plant leadership on workforce strategy and organizational development Lead change management and continuous improvement initiatives Analyze HR metrics to improve retention, performance, and safety outcomes Qualifications

Bachelor\'s degree in Human Resources, Business Administration, or related field (Master\'s preferred) Minimum 10 years of progressive HR experience in a manufacturing or industrial setting Proven success in staffing new facilities and scaling HR operations from startup to full production Strong knowledge of labor laws, OSHA regulations, and HR best practices Excellent communication, leadership, and conflict resolution skills Proficiency with HRIS, timekeeping systems, and workforce analytics tools Experience of collaborating with a small HR team and cross-functional stakeholders Bilingual (English/Spanish) strongly preferred to support a diverse workforce Position Mechanics

Primarily an office environment, but may also work in an industrial environment at times where the use of PPE is required. Travel:
