Position Overview and Responsibilities:
This professional position in the Office of Resilience and Coastal Protection (ORCP) will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the ORCP to operate more efficiently and effectively. Performs independent and semi-independent, highly responsible work in reviewing and developing the state’s position on a variety of projects, activities and programs that may be conducted offshore Florida. These include, but are not limited to, oil and gas activities; ocean disposal; minerals mining; pipelines and other structures; military activities; habitat restoration; and federal and state legislation/rules. This position is a primary leader and assists the environmental administrator in reviewing these activities and developing the state’s position on activities and programs that are provided to the Department by federal agencies and others pursuant to the Outer Continental Shelf Lands Act, Coastal Zone Management Act, National Environmental Policy Act, Deepwater Port Act, Marine Protection, Research and Sanctuaries Act, and other federal acts.
Specific duties and responsibilities include, but are not limited to:
This position is the state’s primary lead for the Offshore Dredged Materials Disposal Site (ODMDS) Program and other offshore projects as assigned, in evaluating the proposed activities, consulting with relevant agency staff to determine consistency with agency statutes and rules, consulting with appropriate federal agencies, and developing agency/state recommendations; assists the environmental administrator in the review and development of state recommendations/policies as necessary; coordinates and/or participates in interagency meetings to discuss and resolve issues; provides preliminary guidance to applicants and federal agencies during early planning for offshore projects; assists the environmental administrator and, when appropriate, is the lead in briefing senior management on offshore activities; in the absence of the environmental administrator, briefs senior management on activities as necessary; prepares correspondence and project reports in a timely manner; attends on-site inspections and meetings as appropriate.
Advises and coordinates federal, state, local, and regional planning units in the review of plans and projects. Reviews and recommend actions related to program grants and contract applications.
Participates in conferences, workshops, inter-agency committees, and similar activities relevant to the assigned functional area of responsibility.
Works with other staff planners to ensure planning coordination among functional areas. Establishes and maintains liaison with federal, state, and private agencies related to program planning. Coordinates with other parts of the Department on the review of proposed permitting requiring Public Interest determination.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of the ecology of Florida including terrestrial, nearshore and offshore resources.
Knowledge of Florida’s proprietary and regulatory laws.
Knowledge of methods of compiling, organizing and analyzing data.
Knowledge of problem-solving techniques.
Ability to compile, organize and analyze data.
Ability to utilize problem-solving techniques.
Ability to understand and apply applicable rules, regulations, policies and procedures.
Ability to supervise people.
Ability to prioritize workload.
Ability to develop various reports.
Ability to manage program activities.
