Overview

Principal Civil Engineer role at City of Poway. Under general direction, the Principal Civil Engineer carries out administrative, technical engineering review responsibilities and supervision of professional and technical consultants and staff required to successfully deliver complex land development and CIP programs for the City, including planning, design, integration, construction and management of multiple complex infrastructure projects. The incumbent provides contract management, works directly with engineer consultants, public works contractors, government agencies, inspectors and City staff; participates in, administers and oversees complex and technical engineering projects, engineering analysis, planning/scheduling analysis, research, planning and design for a variety of capital construction programs, construction scheduling, inspections, and maintenance/improvement programs; and performs related duties as assigned. Key Responsibilities

Plans, organizes, controls, integrates, and evaluates the work of professional and technical consultants and staff; coordinates with staff to develop, implement, and monitor work plans to achieve unit vision, goals, objectives, and key performance indicators. Responsible for complex CIP programs encompassing multiple interrelated infrastructure projects. Collaborates with project managers to identify critical success factors and manage them to successful resolution; reviews the work of consultants, project managers, City staff, inspectors, and engineering staff from outside governmental agencies; provides guidance on administration of planning, design, preparation and construction of major capital projects; mentors and supervises unit project managers in negotiations, administration, and management of contracts. Reviews drawings, plans, and specifications for compliance with regulatory standards; interprets specifications and City policies; supervises preparation of periodic project status reports; seals final design plans. Provides large program and project oversight; resolves conflict during design and construction. Develops, reviews, implements, and oversees agreements and long-term contract terms; supports permitting and regulatory strategies for CIP projects and represents the City at public hearings and stakeholder events. Supervises the preparation, development, and use of system models for hydraulic review, supply utilization, and forecast capacity analysis. Prepares clear and concise technical reports, updates, and presentations; participates in development of goals, objectives, policies, and priorities. Represents the City with consultants and contractors; prepares correspondence on technical engineering issues; revises design and construction standards to improve methods and practices; revises and approves construction documents. Participates in preparation of CIP and operating budget recommendations; authorizes purchases and monitors expenditures to control costs. Supervises the City’s engineering inspectors and other engineering staff; supports compliance, efficiency, resiliency and operational flexibility. Researches new materials and techniques; updates design and construction management manuals, guidelines, and standards as required. Serves as liaison with City staff, contractors, consultants, outside agencies, and the public on assigned projects; prepares memos and related documents; attends and presents at City Council meetings and other meetings as necessary. Establishes and maintains positive working relationships with colleagues and stakeholders. Qualifications

Experience:

Five years of recent and progressively responsible professional engineering experience, including public agency design and construction, use of project management tools, budgeting, contract administration, and supervision. Education:

Bachelor’s Degree or equivalent (California units: 120 semester/180 quarter) in civil engineering or a related field from an accredited institution. Licenses and Certifications

A valid class C driver’s license or ability to arrange alternate transportation. Registered Professional Civil Engineer License in the State of California. Physical Demands

Mobility to work in field and office; ability to drive; light to moderate physical activity; ability to read printed materials and computer screens; occasional walking on uneven terrain; lifting up to 50 pounds. Environmental Elements

Mixed office/field work; exposure to varying weather, road hazards, and construction environments; interact with staff, public, and contractors. Working Conditions

May require varying shifts, early mornings, or evenings to accommodate projects and meetings. Examination Process
