Axiom Consultants . This is an on-site position supporting the Office of Civilian Human Resources (OCHR) at the Washington Navy Yard, Washington, DC. Candidate must have a Secret Clearance. Responsibilities

Review, evaluate, and implement established controls for command records activities, both electronic and non-electronic. Conduct analysis on the adequacy of documentation and management of agency records; provide recommendations regarding declassification actions. Independently reviews and analyzes FOIA requests; recommend referral to another agency for processing if the request does not fall under the purview of OCHR. Make recommendations to ensure that personally identifiable information (PII) and other controlled information is protected for any information being disclosed to the public. Search case records and contact appropriate personnel or external organizations to obtain releasable records; assess the validity of requests and determine release authority to other federal agencies and the general public. Recommend content of proposed materials that should not be released or approve release as soon as possible. Coordinate directly with other federal agencies to facilitate the processing and referral of FOIA requests. Research, prepare, and recommend responses to general or specific FOIA/PA requests; responses will be provided electronically and released securely via agency email and/or encrypted through the Department of Defense Secure Access File Exchange (DoD SAFE) for large files. Communicate with FOIA requesters concerning status of requests; recommend information to be withheld citing the appropriate FOIA exemption codes and apply redactions under the direction of an initial denial authority. Prepare and analyze reports, responses to queries, justifications, and background papers on technical aspects related to FOIA inquiries; research and recommend actions or interpretations affecting the command and its components. Work hours: 7:30 am through 4:00 pm, Monday through Friday, excluding Federal Holidays. Qualifications
