Job Description: We are seeking a dynamic and experienced candidate to serve as Financial Systems Analyst supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate in Washington, DC. In this role, you will help oversee SBIR Planning and Program Support, Financial Execution Support, Contract and Acquisition Management and Audit Readiness / Accountable Property Owner (APO) Support. This position requires the ability to transfer and maintain a DoD Secret level clearance. Responsibilities
Act as a senior budget Subject Matter Expert, advising the TSFO CFO on financial matters by providing financial analysis of business programs, cost estimates and program status reports. Provide support for Navy ERP contracting actions. Assist SBIR/STTR Program financial tracking, budget formulation and execution. Support management of SBA, DOD, and NAVSEA initiatives. Attend financial reviews and applicable meetings where budget/financial expertise is required. Analyze new financial and budget policies and procedures and provide detailed reviews of potential workload, work force and accountability impacts. Keep records of current budgets, allocations, track budget and allocation revisions, and track funds execution to ensure that all activities meet obligation and expenditure benchmarks and targets. Maintain the ability to independently perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings. Lead audit-readiness efforts for financial topics, including FIAR response management, Integrated Risk Management reviews for financial topics, and Manager’s Internal Control Program (MICP) for financial topics. Qualifications
8 years of financial management experience 2 of the last 4 years in DOD or component SBIR/STTR program management 2 years of supervisory experience Knowledge of and experience with DOD FMR, FAR, and PPBE processes Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas Bonus points

The projected compensation range for this position is $110,000.00-$150,000.00. Factors affecting final salary include work experience, skills, location, education/certifications, and contract labor category.
