Overview The Senior Technical Officer, Monitoring, Evaluation, and Learning (MEL) plays a critical role within the STRIDES Activity, overseeing day-to-day MEL activities, policy and process implementation, and the management of quality data collection, analysis, and reporting to support evidence-based decision-making. The position provides home-office backstopping to a large-scale global project, working with country teams, technical teams in the home office, global partners and clients to ensure FHI 360 fulfills its mission as an evidence-driven, adaptive and effective actor. Strong communication and teamwork are essential, as is the ability to manage contributions across projects and time zones. This role offers opportunities for individuals who are committed to infusing learning and adaptive management into development programs.

We are hiring for two (2) positions—one with French language skills and the other with Spanish skills.

Accountabilities

Provides project staff with overall technical direction and guidance to support planning, implementation of, and reporting against the STRIDES Activity, Monitoring, Evaluation, and Learning Plan (AMELP).

In collaboration with country teams, leads MEL activities and sub-activities and assists with their implementation; supports staff and partner capacity building in MEL.

Monitors and maintains project protocols, instruments, data sets, manuals, training materials and reports related to monitoring and evaluation of projects.

Works with the team to ensure AMELP implementation remains technically sound and adheres to company strategy and SOPs.

Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, procedures, and evaluation plans.

Conducts analysis of MEL data to identify areas for improvement and proposes appropriate technical strategy and guidelines.

Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.

Collaborates with the project team to interpret data sets and other assessment findings.

Develops and monitors MEL plans and budgets.

Participates in client/funder meetings and drafts report presentations.

Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings; drafts/prepares MEL technical reports.

Provides technical support in the development and dissemination of tools, materials, and reports for research projects.

Provides quality assurance on MEL deliverables and reported data.

Applied Knowledge & Skills

In-depth knowledge of MEL concepts, practices, and procedures; provides technical support for research studies.

Development of scope of work and deliverables for partners, consultants, etc.

Deep knowledge of MEL quality standards.

Proficiency with database management software.

Sensitivity to cultural diversity and understanding of political, contextual, and ethical issues in assigned areas.

Clear, professional communication with clients and staff.

Fluent reading, writing, and speaking in English; fluent Spanish or French (other languages a plus).

Excellent organizational and analytical skills.

Excellent and demonstrated project management skills.

Proficiency with Microsoft Office Suite is required.

Ability to analyze and interpret data, identify errors, and prepare reports.

Ability to solve problems and implement corrective actions as needed.

Creativity, problem solving, and the ability to effectively collaborate with others and think independently.

Education

Master's Degree required in Public Health, International Development, Economic Development, or related field.

Project Management (PM) Certification preferred.

Experience

At least 6 years of experience developing and implementing monitoring and evaluation methodologies, including impact evaluations, managing data collection activities, and providing MEL technical assistance to projects; 7-8 years preferred.

Experience working with NGOs, government agencies, private organizations, or equivalent settings.

Experience working with diverse teams and applying research-to-practice principles to support program implementation.

Experience communicating and translating research and technical content for practical application; knowledge management and communication experience is a plus.

International experience desirable.

Travel Requirements

10% - 25% travel.

The expected US-based hiring salary range for this role is listed below. Candidates’ pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan. Additionally, all US-based staff working full-time receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is pro-rated for less-than-full-time schedules.

US Based Hiring Salary Range: USD 93,000 – USD 104,000 annual. International ranges differ by location.
