Space Systems Program Management Analyst

CeLeen, an operating firm of Command Holdings, is seeking an experienced Space Systems Program Management Analyst to support the Department of Defense OUSD I&S Battlespace Awareness and Security Programs (BASP) directorate in Arlington, VA. The Analyst will support site surveys and field data collection, planning and evaluation of Intelligence, Surveillance and Reconnaissance (ISR) systems, system demonstrations and exercise support, testing and evaluations, validation and verification activities, and modeling and simulation. In addition, the Analyst will: Provide expert staff packages, analysis and advice facilitating government direction, policy guidance, acquisition oversight and programmatic recommendations, for space intelligence, reconnaissance and surveillance programs supporting the Department of Defense (DoD) and the Intelligence Community (IC). Evaluate organizations and associated agencies/departments in development of current and future operational requirements, support concepts, and acquisition strategies for space systems. Determine ISR, environmental, Overhead Persistent Infrared (OPIR), and launch related limitations and capabilities. Provide input into the development of operational plans and concepts to ensure smooth integration of legacy and future space systems with minimal interruption to ongoing operations. Analysis of DoD space acquisition programs for compliance with Office of the Secretary of Defense (OSD) policy will be required throughout development of Service intelligence plans, programs, and budgets. Analysis of programs for compliance with OSD policy that are jointly Military Intelligence Program (MIP) and National Intelligence Program (NIP) funded will be required, as well as to ensure efficient use of MIP and NIP funding. Support the government in its development and approval coordination of DoD Directives and Instructions, framing of space intelligence policy issues, reviewing overall ISR requirements, deficiencies, and goals (mid- and long-term) for policy implications, supporting various working groups associated with major space acquisition programs, developing alternatives and options to ISR problem sets, recommending DoD input to National Security Presidential Directives (NSPD), preparing analytical and special reports for use by senior DoD authorities, recommending refinements in OUSD(I&S) policy as structured around DoD programming and budget cycles and documents, supporting the development of evolutionary space acquisition concepts, assisting in the preparation of responses to congressional inquiries and appeals to congressional budget marks, and analyzing development and promulgation of interface/format standards within ISR-related systems and activities. Support the government liaison officer to the Space and Nuclear Posture Review (SPR/NPR) and National Security Space Plan and Program Assessment development teams. Develop defendable and affordable position recommendations for USD(I&S) regarding space architectural and system acquisition. Assist as needed in the coordination and staffing that supports the daily execution of the overall Battlespace Awareness (BA) portfolio ensuring consistent OUSD(I&S) positions with Service, Joint and OSD staffs across affected functional areas. Serve as an OUSD(I&S) lead point-of-contact (POC) for the Department's Defense Space Council (DSC) and shall prepare materials for the director and deputy directors of Battlespace Awareness and Program Assessment (BAPA), the DDI (ISP&R), and the USD(I&S) for DSC and DSC+1 and other space-related forums as directed; shall provide program-level support and analysis under the Information and Space EXCOM special access program and analysis, develop programmatic and policy recommendations, and develop position papers, responses, talking points, memoranda, and briefings as necessary on all DSC topics. Requirements Basic Qualifications Bachelor's Degree. 7+ years of experience with Space/ISR Systems including the following: Preparing functional requirements analysis and development of Space/ISR requirements process re-engineering for Space/ISR Systems and Processing, Exploitation and Dissemination the use of modeling and simulation to provide quick-turn technical analyses of Space/ISR capabilities strategic planning for Space/ISR capability acquisition. 5+ years of experience conducting analysis of operational needs and gaps. 5+ years of experience working with the requirements process, planning, programming, budgeting, and execution (PPBE), and/or DoD acquisition process. Current, active Top Secret security clearance with the ability to obtain SCI access. Outstanding communication skills, influencing abilities, and client focus. Demonstrated proficiency in using all Microsoft Office applications. Direct experience with the examination of science and technology impacts. Preferred Qualifications Master's Degree. Current, active TS/SCI Security Clearance. Direct experience specializing in Space/ISR and BA systems within OSD, ODNI, or Joint Staff.
