Description
The Defense Systems Sector of Leidos is actively seeking a dynamic and motivated Senior Subcontracts Specialist to enrich our Aerospace Systems Business Area. This role is ideal for a self-starter who thrives both independently and in collaborative team environments. In this position, you will play a vital role in managing the procurement cycle, encompassing negotiation of non-disclosure agreements (NDAs) and teaming agreements, crafting solicitation packages for subcontractors, evaluating proposals, conducting price analysis, negotiating terms and conditions, administering subcontracts, resolving issues, and overseeing closeout activities, particularly in support of federal programs.
Primary Responsibilities
Create moderate to complex RFP solicitations in line with Government and Leidos requirements.
Negotiate NDAs and Teaming Agreements.
Evaluate supplier proposal responses critically.
Conduct thorough price and cost analysis.
Negotiate pricing and terms/conditions with subcontractors effectively.
Administer a variety of subcontract types and complexities.
Maintain detailed subcontract files compliant with CPSR requirements.
Identify and resolve moderate issues related to assigned subcontracts, providing recommendations to management.
Execute subcontract close-out activities proficiently.
Analyze risks and implement risk mitigation strategies.
Act as the primary interface between subcontractors and the supported programs for all subcontract-related issues.
Engage regularly with program management, contracts, project control, finance, business development, and customers as needed.
Utilize excellent interpersonal skills to effectively manage subcontractor relations regarding issues of varying complexity.
Basic Qualifications
Bachelor's degree in Business Administration or a related field with 4-8 years of relevant experience OR a Master's degree with 2-6 years of relevant experience. Additional relevant experience may substitute for degree requirements.
Must be a U.S. Citizen.
Proven experience in subcontracting and related operations with strong emphasis on negotiation, price and cost analysis, and subcontract administration.
Demonstrated track record of managing various subcontract types, collaborating with internal customers and suppliers.
Experience in proposal support.
Demonstrated strong organizational skills and effective written and verbal communication.
Ability to work independently, establish priorities, and meet deadlines with minimal supervision.
Capacity to multi-task in a fast-paced environment.
Strong working knowledge of the FAR and DFARS regulations.
Proficiency in Microsoft Excel and Word.
Ability to build effective relationships with internal and external stakeholders to drive results.
Preferred Qualifications
Proven ability to foster internal cross-functional relationships.
Experience with automated purchasing systems such as CostPoint, Deltek, or iValua.
Active TS/SCI Clearance.
Relevant professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, etc.
