The Vice President of Policy and Innovation is responsible for leading, guiding, directing and evaluating the work of other leaders, including managers, directors and senior directors. Oversees the development and execution of strategies in all functional areas to ensure achievement of the mission and goals of the Foundation. Has enterprise level leadership responsibilities in support of the organization’s strategic plan and equity agenda. In This Role, They Will
Develop and lead the Foundation’s agenda for policy and systems change, including oversight of initiatives such as The Partnership for the Bay’s Future, Great Communities Collaborative, lobbying activities, and grantmaking. Drive investments in innovative approaches aimed at achieving racial equity and economic inclusion, with a particular focus on addressing the housing crisis in the Bay Area. Boundaries
The Vice President of Policy and Innovation (VPPI) plays a critical role in advancing the equity agenda across three key pathways: People, Place, and Power. This leadership extends to policy and systems change efforts at local, regional, and state levels. The VPPI collaborates with departments across the Foundation to achieve Foundation-wide goals. The VPPI should possess exceptional management and leadership skills to advance programmatic work and impact of the equity agenda, foster collaborative grantmaking, and lead change within the team with shared accountability, strong communications, and transparent decision making. Authority
As part of the leadership team within the Community Impact Department, the VPPI leads the Foundation’s public policy and innovation initiatives. They oversee a team of 15 staff and manage more than $10 million in grantmaking annually. They are responsible for deepening policy expertise and crafting a community and public relations strategy to drive racial equity and economic inclusion, particularly in housing. Responsibilities
Develop a robust internal and external policy and innovation agenda, deepen internal policy expertise, and craft an external strategy grounded in racial equity and economic inclusion to address the Bay Area housing crisis over the next 20 years. (30%) Oversee an annual grantmaking budget for strategic investments that maximize the Foundation’s lobbying capacity, leverage donor alignment, and support civic engagement and institutional partnerships. (30%) Provide organizational leadership, refining results, strategies and performance indicators, and the three-year impact/strategic plan. (10%) Provide fundraising oversight to increase investments and partnerships from public, private, and nonprofit sectors for affordable housing initiatives aligned with the Foundation’s racial equity agenda. (15%) Collaborate with the VP of Programs to advance policy and system change goals. (10%) Further develop leadership roles and approaches as civic leader, advocate, convenor, and grant maker. (5%) Manage, mentor and develop direct reports and the team. Tasks
Manage, mentor, and develop staff in the department. Grow the Foundation’s engagement in public policy and systems reform and position the Foundation as a leader in policy debates. Serve as an external ambassador of the Foundation to partners, funders, and civic leaders, expanding visibility and impact regionally and nationally. Provide strategic recommendations to the CIO, CEO, and Board on organizational policy positions. Lead cross-departmental efforts such as the three-year impact/strategic plan, Housing Working Group, grant agreement updates, lobbying strategies, communications, and operations. Deepen internal knowledge and expertise in policy advocacy and systems change with a housing focus. Sustain and grow grantee-centric and equity-focused grantmaking strategies. Collaborate with fundraising teams to lead policy and innovation fundraising efforts across SFF. Work with the Sr. Director of Strategic Learning and Evaluation to refine knowledge management and grants evaluation systems. Competencies & Qualifications
10 years of relevant experience, including 5 years in supervision or team project management. Proven ability to develop, manage, and mentor diverse teams. Strong oral and written communication skills and ability to work collaboratively across teams. Deep understanding of the Bay Area and its residents through professional and lived experience with a racial equity lens. Experience building relationships with local leaders and organizations and communicating complex information to diverse stakeholders. Commitment to building resilient organizations and providing technical assistance. Experience in policy and systems change strategy development and collaborative decision-making. Familiarity with Bay Area communities and constituencies. Master’s degree or equivalent preferred; at least 10 years of nonprofit experience a plus. Technical Abilities And Skills
Intermediate to advanced computer skills including Microsoft 365 and Zoom; ability to learn and manage grantmaking platforms, CRM systems, Smartsheet, Salesforce, and related tools. We encourage candidates from diverse backgrounds to apply even if all qualifications are not met.
