SummaryThis position serves as the Supervisory Logistics Management Specialist - Chief Supply Chain Officer responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.DutiesHelpDuties include, but may not be limited to the following:Oversees, guides, manages and integrates supply chain operations across the organization;Plans and coordinates fiscal, acquisition, clinical and administrative operations;Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;Performs other related duties as assigned.Work Schedule: Monday - Friday 7:30am - 4:00pmTelework: Not SuitableVirtual: This is not a virtual position.Position Description/PD#: Supervisory Supply Management Specialist (Temporary Promotion)/PD99348SRequirementsHelpConditions of employmentYou must be a U.S. Citizen to apply for this jobSelective Service Registration is required for males born after 12/31/1959You may be required to serve a probationary periodSubject to background/security investigationSelected applicants will be required to complete an online onboarding processParticipation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details.QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2025.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.GS-14 GRADE REQUIREMENTS: Must have one year of professional experience equivalent to the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience are:Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory, and warehouse management and transportation.Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term preaward and postaward acquisitions.Knowledge and skill sufficient to manage facility acquisition program.
