Long-Term Contract The Department of Transportation is seeking an experienced IT Systems Analyst to support multiple technology projects and programs. The ideal candidate will have strong analytical skills, extensive experience in gathering and documenting requirements, and the ability to bridge the gap between business needs and technology solutions. This role requires working closely with business units, technology teams, and subject matter experts to design, test, and implement IT systems that meet functional and non-functional requirements. Key Responsibilities

Identify and document functional and non-functional requirements using industry-standard techniques (data flow modeling, workflow analysis, functional decomposition). Prepare, review, and update requirements, specifications, and business processes using standard templates. Collaborate with business analysts, QA specialists, operational staff, and SMEs to define, test, and implement requirements. Conduct interviews, workshops, surveys, and review documentation to solicit requirements. Identify and document system deficiencies and recommend improvements. Maintain strong knowledge of existing systems and emerging technology trends relevant to DOTs needs. Develop and maintain artifacts such as requirements traceability matrix, process maps, user workflows, use cases, business rules, and acceptance test cases. Facilitate meetings between technology and business teams to clarify requirements and ensure alignment. Define acceptance test conditions, create test plans, and lead acceptance testing. Communicate effectively with clients, manage expectations, and identify alternative business solutions. Contribute to rollout strategies and ensure smooth implementation of systems. Work independently with clients under the direction of Business Relationship Managers and Project Managers. Support multiple projects simultaneously while maintaining quality deliverables. Minimum Requirements

Respondent must be M/WBE certified with at least 8 years of experience providing professional technology staffing services. Minimum 8 years experience in:

Application software development, data analysis, data access, data structures, and databases. Programming, testing, implementation, and software conversions. Writing technical and user documentation. Designing program specifications and implementing software solutions.

Experience with mainframe, mid-range, personal computers, and web-based environments. Preferred Skills/Experience

BA/BS Degree (technology-related field preferred). 8+ years of experience specifying, analyzing, and documenting requirements for mission-critical business applications in a web/client-server environment. Subject matter expertise in Geographic Information Systems (GIS), preferably with ArcGIS. Strong SQL skills; experience with querying geospatial data sets a plus. Advanced Microsoft Visio and MS Office skills. Experience with UX principles and prototyping tools (Figma, JustInMind, Visio, MS Paint). Familiarity with Azure DevOps for lifecycle management. Certified Business Analysis Professional (CBAP) and/or SAFe certification(s) preferred. Strong data analysis skills with large data sets. Excellent verbal, written, and presentation skills. Strong facilitation, consensus-building, and stakeholder management skills. Knowledge of Agile, Waterfall, and RUP SDLC methodologies. Experience estimating effort and delivering commitments across multiple projects. Seniority level
