Job Summary / Objective
The Change, Delivery & Training Project Manager is responsible for driving strategic initiatives that enhance government operations, optimize service delivery, and facilitate employee training programs. This role focuses on managing change processes, ensuring project execution, and equipping city employees with the skills needed to adapt to evolving municipal policies, technology implementations, and community engagement strategies. The ideal candidate will have experience in government transformation, stakeholder coordination, and workforce development. Essential Duties And Responsibilities
Government Change Management: Lead efforts to modernize city operations, streamline processes, and improve service delivery models. Project Execution & Performance Monitoring: Oversee city-wide transformation initiatives, ensuring successful implementation within budget and timeline constraints. Interdepartmental Collaboration: Work closely with public officials, city agencies, and external partners to align strategies with municipal priorities. Employee Training & Workforce Development: Design and deliver training programs that support government employees in adapting to new technologies, policies, and community engagement approaches. Policy Implementation & Operational Improvements: Ensure city departments effectively integrate new policies, procedures, and performance standards. Stakeholder Engagement & Communication: Develop clear messaging and change adoption strategies to gain support from employees, city leadership, and community stakeholders. Risk Assessment & Mitigation: Identify potential challenges in municipal transformation efforts and implement solutions to reduce resistance and disruption. Public Sector Innovation & Service Enhancement: Promote innovation in service delivery models, focusing on digital transformation, equity-driven initiatives, and responsive governance. Other Duties: Perform other duties as assigned.
Required Qualifications
Education: Bachelor's degree in Public Administration, Organizational Development, Urban Planning, Human Resources, or related field. Experience: Minimum 4-7 years in project management, change leadership, or training development within government or nonprofit organizations. Technical & Analytical Skills:
Strong proficiency in project management tools (Microsoft Project, Asana, JIRA). Expertise in change management frameworks (Prosci ADKAR, Kotters Change Model). Experience designing and delivering government training programs.
Soft Skills: Leadership & stakeholder engagement skills. Ability to navigate bureaucracy while driving meaningful change. Strong problem-solving & adaptability to shifting priorities. Clear communication, public speaking, and facilitation abilities.
Preferred Qualifications
Certification in project management (PMP, Agile) or change management (Prosci, CCMP). Experience managing government transformation programs, policy implementation, or civic engagement initiatives. Knowledge of public sector workforce development strategies and digital adoption best practices.
Working Conditions
Work is primarily performed in a standard office environment. May require occasional evening and weekend work to attend meetings or events. May involve local travel to various city departments or event locations.
