This position is in the Quality Systems group and is responsible for managing the statewide Final Project Materials Certification program and provides leadership to the District Materials Certification Managers (DMCM) during the certification process. It provides quality assurance reviews, evaluates the effectiveness of programs, assists in the internal audit of the State Materials Office's laboratories, and delivers presentations to Department classes and training.

Manages the statewide Final Project Material Certification Program. Provides leadership to the District Materials Certification Managers in the Material Certification process. Reviews final accepted construction projects in accordance with the requirements of Code of Federal Regulations Subchapter G, Part 637, Subpart B-Quality Assurance Procedures for Construction for completeness and compliance. Prepares certification statement for the Director, Office of Materials signature for Federal Aid Full Oversight projects including an evaluation of deficiencies and/or justification of disposition of non-conforming materials that were left in place. Conducts necessary training to the District Materials Certification Managers (DMCM) for consistent Material Certification process. Provides DMCMs guidance and recommends best practices for effective Certification Process. Serves as Liaison between the DMCMs and Final Estimates personnel. Provides Quality Assurance for the Materials Certification process by performing quality assurance reviews of Certified Full Oversight, Federal Aid, or State Funded projects for completeness and accuracy.

Ensures all project and program samples material acceptance requirements are in the Sampling, Testing, and Reporting Guide (STRG) and assigned to a Job Guide Schedule (JGS). Utilizes reports and analysis tools to obtain data and evaluate the effectiveness of the program. Recommends process improvements and modifications and supports informed (data analysis) decision making. Monitors, prepares, and presents the Materials Business Plan goal for the Materials Engineers. Coordinates and works with the Materials Offices in collecting data required for Business Plan.

Reviews and coordinates Specification, Materials Manual, and Florida Sampling and Testing Method (FSTM) revision processes for State Materials Office. Ensures new requirement or revision to a material acceptance is reflected in the Materials Acceptance and Certification (MAC) database. Updates the Quality Systems (QS) unit of any changes that may affect any of the programs, including Certification, Quality Control (QC), Approve Product List (APL), Lab Qualification, and Independent Assurance (IA). Provides support to the IA Program, Laboratory Qualification Program, QC Program, APL, and Materials Certification Program.

Assists internal audits in all laboratories in the State Materials Office in compliance with the American Association of State Highway and Transportation Officials Accreditation Program and International Organization for Standardization requirements. Performs inspections of labs in Districts requested which may require overnight travel. Evaluates the technicians test procedures, calibration equipment, and other documents including the Quality Management Systems. Prepares final reports, schedules and facilitates close-out meetings. Recommends best practice in material testing. Assist the State Materials Office laboratories with the Quality Management System requirements. Responsible for annual review and maintenance of the Quality Management System manual.

Performs presentations and classroom training of the Quality Assurance process in Construction Academy, PE Training Program Orientation, and other events related to Materials Quality Assurance. Participates and represents the State Materials Office in Department Task Teams.

The successful candidate will have the following required knowledge, skills, and abilities:

Knowledge of: Roadway Construction and Material Acceptance Program. Sampling and testing requirements for materials and work incorporated into highway construction projects.

  • Developing project schedules and accurate time estimate.
  • Executing multiple projects simultaneously.
  • Timely completion of project deliverables.

Ability to: Establish and maintain effective working relationships. Communicate effectively both written and verbal. Use various computer software for word processing, spreadsheet, and database applications. Analyze engineering and technical data and derive logical conclusions. Perform presentations and classroom training. Manage diverse and simultaneous assignments.

Other job-related requirements: Travel as required. This position must respond before, during, and after emergency situations.

Minimum qualifications: High school diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment, and/or instruments. Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications. Prior experience with evaluating construction materials. Must pass or have passed Construction Math and Contract Plans Reading Self-Study examinations within 1 year of appointment.
