Description OFFICE OF THE CITY MANAGER
Performs a variety of duties in the planning and administration of the City's Community Development Block Grant (CDBG); Neighborhood Stabilization Programs, to include oversight of the State Housing Initiatives Program (SHIP) and HOME Investment Partnership program. Recommends and implements approved programs consistent with the Five Year Consolidated Plans and HUD National Objectives. Reports program(s) progress monthly, quarterly and annually ensuring all federal guidelines, practices, principles, regulations and program funding requirements are followed and/or met and reported in a timely manner.
Examples of Duties Plans and administers the Community Development Block Grant and Neighborhood Stabilization program; to include liaison of the State Housing Initiatives Program (SHIP) and HOME Investment Partnership Program administered by Seminole County; and Central Florida Commission on Homelessness. Assist in preparation of the Five Year Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER) and Substantial Amendments. Assist in preparation and submission of Requests for the Release of Funds and prepares Equal Employment Opportunity Report.
Prepares and coordinates the preparation of environmental reviews; solicit approval from the State Historical Preservation Office when required; arrange home inspections, and lead inspections on housing projects.
Prepares public notices, Notice of Funding Availability (NOFA) and program information flyers and brochures. Reads and Researches program regulations; updates program manuals and participates in webinars, conference calls and trainings.
Monitors program and program budgets/expenditures, and in collaboration with CDBG financial analyst and Administrative Specialist prepares program vouchers/invoices.
Reads and Researches HUD CDBG program regulations, updates, and participates in webinars, conference calls and trainings.
Works with legal counsel to develop contracts, agreements, mortgage liens and promissory notes on housing repairs and rehabilitation projects.
Maintains accurate and up to date client and subrecipient files in the HUD Integrated Disbursement and Information System (IDIS), Disaster Recovery Grant Reporting System (DRGR) and Section 3 Performance Evaluation and Registry System (SPEARS).
Manages consultants performing professional services e.g. CDBG research to assist with the development of Annual Action Plans, property inspections and appraisals.
Answers inquiries from the general public on housing assistance on HUD programs provided by the City and County. Conducts informational meetings on programs and funding opportunities for the general public.
Conducts site visits to assess requests for housing assistance and monitoring work activities. Completes HUD income qualification of clients to determine eligibility to participate in federal housing assistance programs.
Develop/maintain program policies and procedures consistent with HUD guidelines e.g. housing repairs, services, economic development, and public facilities improvements.Ensures all housing projects comply with the City of Sanford established housing affordability period. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
Minimum Qualifications Bachelor's Degree from an accredited (4) year college or university with major coursework in Business Administration, Planning, Public Administration, or a closely related field; and (5) years' experience in local government or closely related experience. Must possess and maintain a valid Florida Driver's License Class E.
Must have completed Income Qualification Training.
Must have completed Environmental Review Training.
Must have completed Community Development Block Grant for Entitlement Communities Training.
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.
