Anticipated Clerk of the Works (Division Wide)

Summary:
Provide a wide range of administrative, management, technical and/or inspection services to assist the Supervisor of Construction with all aspects of capital construction projects.
Qualifications: Applicants must hold High school diploma or GED; minimum of ten (10) years of experience in a construction-related field; and trade-related training in one or more construction fields. Ability to read and understand the requirements of contract drawings and specifications. Knowledge of construction means, methods, procedures, and terminology. Knowledge of codes referenced in the contract documents which stipulate the requirements for installation and workmanship on the trades involved in the work. (e.g. ACI, SMACNA, NFPA, NEC, IBC, ASHRAE, etc.) Understanding the General Conditions of the Construction contract. Ability to read and understand a construction bar chart schedule. Ability to communicate effectively orally and in writing. Knowledgeable and proficient in using Microsoft Office products, i.e. Word, Excel, etc.
Essential Duties
Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.
? Report to the construction site daily and perform the essential function of the position. ? Provide daily progress reports to the Supervisor of Construction and the project architect. ? Observe the quality and progress of the construction to determine that it is proceeding in accordance with the contract documents and construction schedule. Notify architect/engineer and owner immediately if work does not conform with the contract documents or requires special investigations by the architect/engineer or general contractor, and document same in the Clerk-of-the-Works' daily report. ? Monitor and inspect all construction materials, equipment, and supplies for compliance with the contract documents. ? Inspect installation and workmanship for compliance with the approved plans, specifications, and referenced standards. Verify compliance prior to cover or close-in of work. ? Monitor quality and coordination of each subcontractor's work at all times. When applies, recommend to the owner, architect, and engineer (A/E) ways to resolve identified problems. ? Report any discrepancies noted in plans and specifications to the A/E for clarification or resolution. The project Clerk of the Works shall not interpret or change approved plans and specifications, nor provide instruction to the contractor or the sub-contractors. ? Maintain records, including a daily log of construction activity, to show the progress of and changes in the project during construction. ? Notify the general contractor of any safety violations, OSHA visits, accident reports, and corrective actions taken. ? Observe tests required by the contract documents. Record and report to the A/E and owner the contractor's test procedures and, where applicable, results of the tests. ? Report presence of and activities performed by all testing & inspection agents. ? Work cooperatively with the firms providing inspections and testing services to ensure the best interests of the Frederick County School Board are served. ? Verify invoices for on-site tests/site visits of independent testing entities. ? The Clerk shall report, in writing, to the owner and A/E any notifications from the contractor of dates and times that services will be disrupted. ? Attend project meetings as the owner's representative and report to the A/E in writing on the proceedings with the exception of written reports of scheduled progress meetings. ? The Clerk shall maintain, on site, a complete set of meeting minutes as a "running record" of the evolution of problems and solutions during construction.
? The Clerk shall maintain current copies of the following at the jobsite:
1. Current set of contract documents (addenda contracts, contracts drawings, specifications, change orders, proposed change orders, request for clarification, construction change authorizations, A/E's supplemental instructions, submittals, etc.) 2. All correspondence and reports of site conferences 3. Shop drawings 4. Samples and product data 5. Supplementary drawings 6. Names and address of contractors, sub-contractors, and principal material suppliers 7. Running list of discrepancies/deficiencies and dates 8. Running list of unresolved issues 9. A/E punch lists with date of issue indicated on each 10. Any other documents and revisions resulting from issues concerning the contract or work 11. Third party inspection reports
Note: All of the above listed documents need to be turned over to Frederick County Public Schools Buildings and Grounds Department upon completion of project.
? The Clerk shall confirm to the owner and A/E that changes required by approved change orders are incorporated in the work and are reflected in the contractor's progress schedule. ? The Clerk shall review the contractor's detailed schedule and advise the owner and A/E on the contractor's progress and all other construction scheduling issues. He shall monitor the schedule, notify the owner and A/E of any slippage in critical path time, make recommendations on accepting the contractor's proposed schedule recovery plan, and maintain an annotated copy of the schedule that reflects actual progress of the work. ? The Clerks shall maintain, at the site, a copy of the project schedule with notations showing work to date and any changes made. The Clerk shall make recommendations to the owner and A/E, as appropriate, concerning the contractor's conformance to the schedule and/or recovery plans. ? When the contractor is directed to make changes based on unit costs, the Clerk shall verify accuracy of quantities of material and labor (or other units of measure) attributable to change orders. The Clerk shall verify that all change orders are complete. ? The Clerk shall observe the contractor's record drawings at intervals appropriate to the state of construction and shall notify the architect of any apparent failure by the contractor to maintain up-to-date records. ? Review Applications for Payment submitted by the contractor with the A/E and assist in making recommendations for disposition. ? Facilitate communication between the general contractor, architect, and appropriate governmental agencies. ? Review individual project plans at various stages of project development and construction for value engineering opportunities that will enhance functionality without compromising quality. ? Perform and promote good public relations with neighborhoods, individual citizens, the local business community and public officials. ? Other duties as deemed appropriate by the School Board of Frederick County or designee.
Pay Rate:
The salary range is $52,755-$88,695
Contract: Full time / 12 months / 245 days
