Senior Civil Engineer Water Conveyance / Pump Stations (PE) Overview

RCS Staffing is seeking a Water/Wastewater Pipeline and Pump Station Senior Engineer / Project Manager in Phoenix, AZ. This is a full-time, direct-hire, hybrid home/office-based assignment with our client. The position offers a competitive compensation package including benefits, vacation, and holidays. Base pay range

$150,000.00/yr - $170,000.00/yr Responsibilities Independently develop detailed designs, plans, specifications, and estimates for pipelines and pump stations. Lead planning, evaluation, and design of potable water and wastewater conveyance projects, serving as technical or design lead. Oversee engineering and process design, project coordination, specifications, and reporting while working directly with clients and regulatory agencies. Serve as project manager on utility projects, coordinating multi-disciplinary teams through all project phases. Manage multiple projects simultaneously, ensuring timely delivery, budget compliance, and high-quality results. Conduct QA/QC reviews of designs and implement quality assurance procedures. Track financial aspects of projects and adjust work efforts to meet budget and schedule goals. Support client relations, marketing efforts, and proposal development, including RFP/RFQ responses. Mentor junior staff and contribute to staffing, workload planning, and team development. Participate in professional associations, presenting papers and building industry presence.

Qualifications

Bachelor of Science (BS) degree in Civil or Environmental Engineering (Masters preferred). Minimum of 10 years of relevant engineering experience. Active Professional Engineer (PE) license. Proven regional and technical expertise in water pump stations, wastewater lift stations, and large/small diameter pipeline design. Strong client relationship management skills and a professional network in the water/wastewater industry. Excellent verbal, written, and organizational skills, including technical writing. Demonstrated leadership ability with design teams and project management.

Bonuses

Master of Science (MS) degree in Civil or Environmental Engineering. Active participation and leadership in organizations such as AWWA and WEA, with experience presenting at conferences. Experience in smart water systems, asset management, or risk/resiliency consulting. Proven ability to develop marketing plans, proposal preparation, and workload/staffing strategies.
