Note: This role is described with responsibilities and qualifications for a Technical Writer position supporting the EDW for the DOH and DDAP, including modernization of the EDW into Azure. Responsibilities
The selected Architect candidate will serve as the Technical Writer for the EDW, supporting analysis and reporting needs, the DOH and DDAP, the existing EDW, and the design and construction of the new EDW in Azure. Modernize DOH operations, plan, coordinate and respond to data reporting needs, set standards and define framework; assist with large volume data processing and statistical analysis of large datasets; revamp the EDW into Microsoft Azure Cloud (Azure Databricks, Delta Lake, Synapse) including compute, storage and application fabric, as well as IaaS, PaaS, SaaS, and serverless technologies; create a centralized data model; support DOH projects and onboard additional DOH systems into the EDW. Operational Requirements
Advanced-level resource with specialized knowledge in requirements analysis and documentation, coordinating communications and project tasks, and testing; act as liaison between customer program areas and the EDW team. Develop and maintain user, business requirements, test plans, technical documentation, and project process documentation in support of EDW production systems and projects. Work with public health professionals, business analysts, application developers, database and system administrators to achieve project objectives including delivery dates, cost, quality, and customer satisfaction. Contractor Skills and Experience
Experience eliciting, analyzing, specifying, and validating business and data needs of stakeholder units. Advanced experience in defining and documenting business and system use cases. Experience conducting interviews to gather requirements via workshops, questionnaires, workflows, use cases, scenarios, etc. Develops and maintains user and technical documentation for multiple applications, ensuring solutions meet Commonwealth standards. Translating customer requirements into functional/technical requirements. Working knowledge of SQL Server, T-SQL, scripts, queries. Data quality analysis, data integrity, and performance considerations. Creating process models, specifications, diagrams, wireframes for developers. Testing knowledge: functional, performance, system, integration, UAT, regression, and security testing; capable of breaking down complex systems into testable components. Maintains documentation libraries, templates, quality standards; supports proactive problem resolution. Organizes work, provides accurate estimates for documentation requests. Effective communication between stakeholders and development teams; able to present complex concepts clearly. Experience with Azure DevOps and Agile/Scrum; ability to balance multiple projects and work collaboratively. 5+ years of relevant experience. Preferred Experience
Experience in public health or healthcare industry with various health applications and data. Technical Skills & Experience
