Position Overview

Professional level position in community and economic development field under general supervision. Requires working knowledge of community planning and/or development to oversee projects awarded to political jurisdictions with internal staff; assists in planning and administration of projects funded by Montgomery County.

Summary Of Job Duties

Community Economic Development Specialist I

Oversees community and economic development projects awarded to political jurisdictions with internal staff. Maintains comprehensive records for assigned projects, evaluates programs to determine whether goals are met. Assists in managing and monitoring development projects including contract negotiation and development, work programs, budgets, timetables, on-site monitoring of sub-recipient projects to ensure fiscal, regulatory and program accountability. Provides program guidance and technical assistance, coordinates with others to ensure compliance with all programs, and processes timely payments to sub-recipients. Operates a motor vehicle to perform field services. Assists senior staff with complex project assignments (e.g., lead base paint issues, three-year planning processes) and regulatory requirements.

Conducts planning, implementation and monitoring activities related to the divisions planning efforts. This includes managing the funding process, conducting research and analysis, and preparing required reports. Coordinates with other agencies to develop strategies, identifies and monitors resources for plan implementation, maintains contact with related agencies, and develops and implements new projects and approaches. Assists in developing staff recommendations for county officials and participates in both long- and short- range departmental planning.

Completes environmental assessments of projects in accordance with regulations. Prepares legal notices to public regarding project descriptions, locations and related information. Requests release of funds for projects and sends copies to relevant federal and state agencies. Maintains environmental review records, assists in preparing performance reports, and monitors compliance with federal acquisition and relocation regulations. Assists sub-grantees with procedures, including ensuring proper appraisals and review appraisals are completed, negotiating and settling purchase prices with owners, and facilitating smooth relocations when necessary. Acts as departmental representative to local governments. (Performs Related Duties as Required)

Community Economic Development Specialist II

Specialized professional-level position in the community and economic development field under general supervision of the Community Development Manager. Requires considerable knowledge of advanced federal policies, rules, methods, and requirements of community development planning and development programs and services to administer complex assignments and coordinate, plan, and administer projects funded by Montgomery County as outlined in rank 1 job duties 50% of the time and also must perform rank 2 and rank 3 job duties.

Summary Of Job Duties

Administers complex assignments such as leading the lead base paint program, managing economic development projects, overseeing the Integrated Disbursement and Information System (IDIS) and coordinating the three year planning process). Inputs business intelligence into customer relationship software and maintains building and site inventory database for business attraction, retention and expansion. Performs required regulatory and or business retention/attraction functions (e.g., environmental reviews, acquisitions and relocations, labor standard compliance, historic preservation, marketing ). Manages sophisticated projects involving significant interaction with political subdivision staff, consultants, businesses and residents of target neighborhoods. Coordinates all facets of projects - including infrastructure, housing, environmental review, contract compliance, acquisition and relocation, financial/non-financial management systems-covering consultant selection, bidding, construction management and labor standard compliance. Negotiates and develops contracts, work programs, budgets, and timetables. Monitors sub-recipient projects on-site to ensure fiscal, regulatory and program accountability. Operates a motor vehicle to visit project sites. Provides program guidance and technical assistance, ensures compliance with all programs, processes timely payment to sub-recipients, maintains comprehensive recordkeeping for assigned projects, evaluates programs to determine if goals are met.

Community Economic Development Specialist III

Advanced professional level position in the community and economic development field under general supervision of the Community Development Manager or the Economic Development Planning Manager. Requires considerable knowledge of advanced federal policies, rules and the methods, and requirements of community and economic development, as well as the planning and development programs and services. Creates multi-jurisdictional development programs and projects, and provides the planning, analysis and support services necessary to promote economic development in Montgomery County.

Summary Of Job Duties

Assists in the maintenance, development and coordination of resources for businesses of all sizes. Manages the economic development website and related marketing efforts; researches, proposes and implements economic development marketing strategies and tactics to promote economic development in Montgomery County. This includes evaluating potential for business revitalization and analyzing existing conditions and programs in targeted areas. Responds to site selector requests and business attraction projects; manages the industrial/commercial property database; develops and maintains content for economic development social media accounts.

Creates, develops and implements funding programs that attract businesses to the County , including planning and preparing descriptions of proposed economic development project objectives, financing, schedules and estimated impacts on targeted areas. Develops and implements plans to establish or improve private business associations and community development corporations. Informs businesses of available incentives and services, provides support to individual businesses and associations, arranges for service provision, and recommends improvements and expansions to foster increased business activity. Researches governmental and private funding sources , evaluates project suitability for targeted areas, and develops strategies for business attraction and retention. Conducts business retention and expansion activities to build and maintain relationships with the business community. Serves as a primary contact for businesses through in-person, e-mail, phone, and web interactions. Provides technical assistance to business organizations and supports promotional efforts.

Manages business attraction and development projects under the direction of the Manager. Plans, monitors and promotes economic and community development activities locally, regionally, nationally, and internationally. Coordinates departmental events and activities when necessary. Visits project sites, attend meetings, and engages with business and community groups to discuss projects, gain support and gather feedback. Lead assigned Community & Economic Development Specialists I & II in project implementation.

Composes contract scopes of service and work programs, prepares project budgets, and monitors compliance throughout the contract term. Builds and maintains relationships with community partners and regional economic development entities, including BusinessFirst! for a Greater Dayton Region, , Montgomery County Workforce, Dayton Development Coalition, Jobs Ohio, local chambers of commerce, colleges, universities, and others. Reviews and negotiates project scopes and budgets with jurisdictions, ensures contract compliance with federal, state and local requirements, and oversees planning, implementation, and monitoring activities. Acts as a consultant to boards, agencies and community organizations, providing expert advice to jurisdiction officials. Attends meetings of business associations or community groups, participates in boards and committees, analyzes legislation impacts and documents contract agency activities .

Utilizes customer relationship management programs, Zoom, Microsoft Teams and project management tools to ensure effective communication and collaboration with partners. Represents Montgomery County at high-profile functions and regional events, actively participating in regional economic development initiatives.

Minimum Qualifications And Requirements

Community Economic Development Specialist I

Completion of undergraduate major program course work in community planning, public administration or urban studies; OR alternative, equivalent evidence of the minimum class requirements.

Community Economic Development Specialist II

Bachelors degree and two (2) years of related experience in economic development, community development and planning, and project management;

or

a degree in administration, community planning, public administration, or urban studies and four (4) years of related experience in economic development, community development, planning. and project management; OR alternative, equivalent evidence of the minimum class requirements.

Community Economic Development Specialist III

Bachelor's degree in Business Administration or Community Planning or Public Administration or Urban Studies and four (4) years of related experience in economic development, community development, planning, and project management; OR alternative, equivalent evidence of the minimum class requirements.
