Overview
Reporting to the Deputy Managing Director, the Director of Finance is responsible for managing, executing and reporting on activities within the FSC’s finance and accounting in accordance with the Financial Services Commission Ordinance, Government policies and standards and generally accepted accounting practices and standards in order to ensure that suitably skilled and motivated employees are employed, physical assets and office systems are maintained and financial records are accurate and current. Education & Experience
Masters Degree in Finance, Business Administration with an emphasis on Accounting from a recognized University, CPA, CA, ACCA or equivalent qualifications Specialized training in financial planning, accounting and auditing Eight (8) years related experience, of which at least four (4) must be in a managerial position. Knowledge & Skills
Sound knowledge of the Financial Services Commission Ordinance, Government guidelines, Generally Accepted Accounting Practices, International Financial Reporting Standards (IFRS), and International Standards on Auditing Sound knowledge of the Government of the Turks and Caicos Islands’ accounting procedures Sound knowledge of relevant computer applications including spreadsheet, word processing, accounting and financial reporting packages Sound knowledge of ratio and trend analysis Good knowledge of human resources management and office management principles and practices Good knowledge of government purchasing policies and regulations Specialised Techniques/Skills

Internally: All Heads of Departments; All Staff Members Externally: External Auditors; Insurance Brokers; Group and Health Insurance Providers Government Ministries and Agencies; Banks; Other Financial Institutions; Suppliers Duties & Responsibilities
Prepares the FSC’s annual budget, ensuring its alignment with the Corporate Plan Prepares Finance and Administration’s inputs to the Corporate Plan and budget to ensure that the department’s objectives and targets are reflected Analyses on an ongoing basis the trend of actual income and expenditure against the approved organizational budget and submits analytical reports, including recommended remedial action on material variances to the Managing Director Develops and periodically updates finance and accounting policies and procedures in keeping with applicable international and Government accounting laws and regulations; oversees their implementation and ensures compliance Reviews the monthly trial balance and recommends accruals and provisions Prepares monthly and annual financial statements and schedules in keeping with the FSC’s standards and accepted accounting guidelines and practices Coordinates monthly and fiscal year-end close processes, including the preparation of journal vouchers, account reconciliations and other control mechanisms Verifies pay calculations prepared by the Expenditure Officer; prepares the payroll for managerial staff; generates payroll reports and statistics for management and relevant government agencies Ensures that statutory and voluntary deductions are submitted to the relevant authorities/institutions within their deadlines Prepares cash flow projections and monitors receipts to the FSC’s bank account to ensure the maintenance of adequate funds to meet commitments Authorizes payment requests within approval limits and in accordance with the policies and cash flow position of the FSC, and relevant government laws and regulations Oversees reconciliations of the Commission’s bank accounts and cash book Reviews banking transactions daily for clearing differences and anomalous transactions, in order to help detect and prevent fraud Maintains the Fixed Assets Register and depreciation schedules and plans and oversees physical inventory counts Manages the Commission’s investment accounts including recommending investment vehicles, and alternatives where investments become non-viable Addresses concerns and queries raised by Government, internal and external Auditors. Develops and implements human resources and office management policies and procedures and ensures compliance by all staff in the organization Ensures the smooth functioning of the FSC’s office management and human resources management services and the timely resolution of any issues arising Participates in grievance/disciplinary hearings and appeals Coordinates the recruitment and selection of senior managerial staff; sits on the interviewing panel and participates in the decision making process Approves the engagement, within limits, of contractors/suppliers based on recommendations from the HR and Administration Manager and ensures that services/goods provided are in keeping with contractual terms and conditions and quality standards. Manages the work of subordinates through effective objective setting, delegation and communication; agrees objectives and performance targets with subordinates and conducts interim and annual performance appraisals Undertakes various human resource functions including but not limited to performance appraisals, promotions, transfers, and vacation scheduling. Makes recommendations for recruiting staff. Assesses staff training requirements on an on-going basis and ensures provision of structured training programs and on-the-job coaching to develop required skills and knowledge. Prepares reports to management and the Board of Directors, in accordance with set policies Acts as Secretary to the Board of Directors Administers the Commission’s pension plan Performs other related functions assigned from time to time by the Managing Director.
