The primary purpose of this position is: Serves as the MAJCOM Senior Civilian Force Development Program Manager, integrating Air Force, SOF and USSOCOM programs and procedures that are synchronized across the continuum of learning-education, training, developmental and experiential programs.

Help

Manages and develops AFSOC wide Civilian Development strategies and programs to execute the AF Force and USSOCOM Development requirements and OSD/DoD/OPM/AF strategies for competency-based civilian workforce development. Conducts and/or participates in governance structures (e.g., committees and councils) to execute Force Development policy as established by AF/A1 and USSOCOM for the civilian workforce. Serves as the command focal point for the MAJCOM Senior Force Civilian Development Program. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey correspondence and other documentation, Requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1) Assessing functional competencies for workforce development areas in order to integrate them into workforce planning requirements; (2) applying appropriate program evaluation and/or measurement techniques to determine a program's extent of compliance with governing rules and regulations; (3) identifying, addressing and/or resolving force development matters; (4) directing studies requiring application of advanced analytical and/or statistical methods and techniques.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of analytical and evaluative methods and a thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by HQ Air Staff and USSOCOM.

2. Expert knowledge of the laws, principles, theories, techniques, practices, mission, and organizational structure of the specific program and/or functional field to support Air Force-wide and USSOCOM-wide Training, Education and Professional Development (TE&PD) programs management responsibilities.

3. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

4. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.

5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further civilian workforce development objectives and issues.

6. Ability to perform independently to accomplish difficult and complex advisory functions, which are characterized by a great depth, breadth, and variety of program applications and require experience and independent judgment. The diversity of the program calls for initiative, creativity, and adaptability to resolve pervasive problems and issues without compromising program objectives and requirements.

PART-TIME OR UNPAID EXPERIENCE:

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
