Overview
Arch Systems is seeking a
Chief Financial Officer (CFO) / Senior Contracts Executive
with
at least 5+ years of federal government contracting (GovCon) experience
to lead finance, contracts, tax accounting, and compliance. This role provides executive oversight of all accounting functions while ensuring compliance with FAR, DFARS, DCAA, and other federal requirements. The CFO will serve as both a strategic advisor to leadership and the primary liaison with contracting officers, auditors, and tax authorities, driving the organization’s fiscal health, regulatory compliance, and long-term growth across federal IT services.
Key Responsibilities
Partner with executive leadership to set finance, contracts, and compliance strategies aligned with federal growth objectives.
Represent Arch in customer-facing discussions with contracting officers, auditors, and federal oversight agencies.
Lead executive-level negotiations, audits, and compliance reviews.
Financial Management
Provide
oversight of all accounting functions , including AR, AP, Payroll, and General Ledger.
Manage QuickBooks daily operations and ensure accuracy of monthly, quarterly, and annual close processes.
Direct preparation of financial statements, indirect rates, and financial reports.
Oversee treasury, cash flow, and banking relationships to ensure contract execution and growth.
Implement and maintain compliant accounting systems (QuickBooks, Deltek, Unanet, or Costpoint).
Tax Accounting & Compliance
Lead all federal and corporate tax filings, payroll taxes, and indirect cost submissions.
Ensure compliance with IRS, Treasury, DCAA, and DCMA requirements.
Manage audits, regulatory filings, and corporate tax strategy.
Act as primary contact for tax authorities and federal auditors.
Contracts Management
Oversee the
full contract lifecycle , including NDAs, Teaming Agreements, Subcontracts, Primes, GSA Schedules, and GWACs.
Ensure compliance with FAR/DFARS and agency-specific acquisition requirements.
Develop policies, templates, and training for contracts management and compliance.
Mitigate contractual risk while enabling contract growth and new opportunity capture.
Collaborate with internal teams—including delivery, finance, HR, and business development—to drive contract execution and on-contract growth.
Provide training and guidance across the organization on contractual obligations and best practices.
Team Development
Build and mentor finance, accounting, and contracts teams.
Provide organization-wide training on financial controls and contracts best practices.
Collaborate with HR, BD, and delivery teams to ensure contract execution success.
Qualifications
Bachelor’s degree in Finance, Accounting, or Business (CPA, MBA, or JD preferred).
12+ years of progressive leadership
in finance and contracts management, with
at least 5+ years in GovCon .
Deep knowledge of FAR, DFARS, and contract types (FFP, T&M, CPFF, LH).
Proven expertise managing AR/AP, Payroll, QuickBooks, and financial reporting.
Experience with DCAA/DCMA audit readiness and IRS/tax compliance.
Strong communication and negotiation skills with federal customers and auditors.
Preferred Certifications
CPA strongly preferred; CFA or equivalent a plus.
NCMA certifications (CPCM, CFCM) desirable.
