POSITION SUMMARY:
Under the direction of the Chief Executive Officer (CEO), the Director of Finance is responsible for planning, controlling, and directing the fiscal activities of Neighborhood Health (NH) and adherence to the related fiscal rules and regulations of Health Resources and Services Administration’s
Community Health Center Program . This includes the annual audit, interim financial reporting, cost reporting and analysis, asset and inventory control, and other financial functions. The Director of Finance works closely with the CEO to provide financial analysis for strategic planning, and with the management team to ensure cost-effective operations, quality service, and resource utilization.
ESSENTIAL FUNCTIONS and PRINCIPAL ACCOUNTABILITIES:
Participate with leadership in project planning and community needs assessment.
Prepare the annual budget; generate and analyze monthly financial statements, cash flow reports, and financial analysis for the Finance committee.
Manage daily financial functions including accounts payable, receivables, and payroll.
Assess organizational performance against budget and peer groups; participate in QA/QI committees.
Develop financial plans aligned with organizational goals.
Oversee financial accounting systems, ensuring internal controls and compliance with GAAP for a clean annual audit.
Review and update funder regulations and internal policies accordingly.
Prepare regulatory cost reports and stay current with applicable rules.
Review and recommend updates to fee schedules.
Ensure insurance coverage is maintained.
Coordinate financial performance measures for clinic operations.
Create financial tracking systems integrated with EHR and billing systems.
Perform other duties as assigned by the CEO.
ADMINISTRATION:
Oversee all financial operations and audits.
Supervise payroll, accounts payable, and accounting functions.
Maximize third-party reimbursements.
Prepare financial reports and manage tax and insurance payments.
Manage fiscal aspects of grants and compliance.
Identify and report financial risks.
REPRESENTATION & MANAGEMENT:
Promote the organization’s mission and ensure legal compliance.
Represent financial policies internally and externally.
Support the Board Finance Committee.
Ensure financial controls and develop financial policies.
Participate in performance improvement.
Maintain staffing and operational budgets.
DEVELOPMENT & OPERATIONS:
Oversee grant reporting and fundraising activities.
Prepare financial updates for senior leadership.
Assess and propose MIS advancements, including EMR funding opportunities.
POSITION QUALIFICATIONS:
Education:
Master’s in business or finance preferred; Bachelor’s required; continuing education credits necessary.
License/Certifications:
CPA preferred.
Experience:
Minimum 5 years in financial management, health finance, supervisory roles, proficiency with accounting systems, and excellent analytical and communication skills.
Skills:
Business development and strategic planning preferred.
Additional duties may be assigned as necessary. Position continuation depends on funding. All employees must work at any of the organization’s sites.
