Job Description: Fiscal Officer - New York City Department of Transportation

We are seeking a highly motivated, detail-oriented procurement professional to serve as Fiscal Officer in the Division of Legal Affairs. Under the supervision of the Director of Administrative Services, the Fiscal Officer will:
Prepare procurement documents using agency and citywide systems (FMS, DMSS/OCP, PASSPort).
Communicate with vendors to request documents and review submissions for completeness and compliance.
Prepare requisitions, contract encumbrances, and task order registrations.
Ensure timely and accurate payment of invoices.
Manage and track office supplies inventory.
Coordinate with internal divisions on budget initiatives, modifications, and rollovers.
Arrange conference travel and reimbursements.
Track OTPS budget and expenses.
Create ad-hoc reports as needed.
Assist the Director with special projects.
Minimum Qualifications:
Possess a baccalaureate degree from an accredited college and four years of professional experience in purchasing, procurement, or contract administration, including at least 18 months in a supervisory or managerial role; or
Have a combination of education and experience equivalent to the above, with at least 18 months of supervisory or managerial experience.
Possession of a professional procurement certification may substitute for up to one year of experience, provided the candidate has the required supervisory or managerial experience.
Preferred Skills:
Experience with City government procurement and budgeting, proficiency with FMS, DMSS/OCP, City requirement contracts, and PASSPort. Familiarity with PPB rules is highly desirable.
