Overview
The Quality Data Analyst is responsible for collecting, analyzing, and reporting data to support performance measurement, compliance monitoring, and continuous quality improvement within the child welfare system. This position works collaboratively with internal teams, including Quality Management (QM), as well as external stakeholders to ensure data accuracy, identify trends, and support strategic decision-making aligned with the mission of Children’s Network of Hillsborough (CNHC).

Responsibilities
- Establish and maintain positive working relationships with internal staff, community partners, and external stakeholders to support collaborative performance initiatives.
- Analyze data from the Florida Safe Families Network (FSFN) and other relevant systems to evaluate agency compliance with child welfare outcomes, identify performance trends, and target areas in need of technical assistance.
- Monitor trends and patterns in case outcomes, service utilization, and compliance metrics to inform strategic planning, policy development, and performance improvement initiatives.
- Collaborate with the Quality Management team to identify data trends relevant to internal initiatives and external performance standards, including those outlined in the Child and Family Services Reviews (CFSR).
- Track and compare data from state, federal, and public systems to support benchmarking and evaluation of performance relative to other entities.
- Ensure data accuracy by coordinating with Help Desks and System Administrators to resolve malfunctions and address data integrity issues in systems such as FSFN, MindShare, Web Portal, Dashboards, Business Objects, VIEWS, and Electronic Health Records (EHR).
- Respond to internal and external data requests, ensuring timely, accurate, and clear reporting.
- Maintain and coordinate database programs that supply CNHC, the Department of Children and Families (DCF), and the Department of Juvenile Justice (DJJ) with necessary management reports.
- Continuously evaluate and streamline data processes and procedures to promote consistency, accuracy, and efficiency across departments.
- Effectively communicate data insights and trends to leadership and stakeholders to proactively address potential deficits and inform decision-making.
- Provide technical assistance, training, and guidance to case management agencies and program staff on data interpretation, performance metrics, and quality improvement strategies.
- Support the development and publication of specialized reports and presentations, including data formatting, charts, graphs, and PowerPoint materials.
- Attend trainings, workshops, and meetings to stay informed of changes in performance standards, compliance measures, and best practices in data management.
- Perform other duties as assigned to support the overall mission and objectives of Children’s Network of Hillsborough.

Education and Experience
- Bachelor’s degree from an accredited institution
- Prior child welfare experience and knowledge; preferred
Skills and Abilities
This position requires extensive knowledge of child welfare and juvenile justice systems, along with a comprehensive understanding of Florida Administrative Codes and State Data Systems. Proficiency in data platforms such as FSFN, MindShare, and other child welfare databases is essential. The position also requires advanced proficiency in Microsoft Office applications—particularly Excel for tracking, analysis, and reporting; Word for documentation and report writing; PowerPoint for presentations; and Outlook for communication and scheduling.

Proficiency in Microsoft Excel is essential for creating formulas, pivot tables, charts, and other tools used in tracking trends and presenting data. The role also requires the ability to analyze large datasets, identify patterns, and draw conclusions to support strategic planning, performance evaluation, and operational improvements.

The individual must possess strong critical thinking and problem-solving skills, with the ability to analyze complex data, identify trends, and develop logical conclusions and recommendations. This role requires sound judgment in evaluating performance issues, troubleshooting data discrepancies, and making data-informed decisions that align with agency goals.
