We are seeking a detail-oriented and proactive Program Coordinator to support the Clean Transportation Fuel Program (CTFP) through the development and implementation of a data management system (CTFP-DMS), program execution, and rule-making activities. This role requires strong project management capabilities, the ability to work with contractors and internal teams, and a solid understanding of regulatory systems.
Key Responsibilities:
CTFP Data Management System (DMS) Development
- Manage procurement requests and contracts for the development of the CTFP-DMS.
- Collaborate with contractors to design the CTFP-DMS based on models from other state programs.
- Review and oversee contractor workflows and deliverables throughout system development.
- Align rule requirements with system development to ensure regulatory compliance.
- Develop subject matter expertise in the CTFP and the CTFP-DMS, including reporting, tracking, and verification processes.
- Perform additional tasks related to DMS development as assigned.
CTFP Program Implementation
- Provide subject matter expertise in fuel reporting requirements under the CTFP.
- Develop and deliver user guidance and documentation to support external compliance.
- Establish internal workflows and procedures for program implementation in collaboration with CCB and NMED staff.
- Support the implementation of fee collection mechanisms.
- Adhere to established procedures for program execution.
- Support additional program implementation tasks as assigned.
Regulatory and Rule-Making Support
- Assist in drafting and revising CTFP rule sections.
- Review rules for clarity, consistency, and completeness, with a focus on reporting requirements and system integration.
- Draft and review written and oral testimony related to rule-making.
- Contribute to other rule-making and hearing-related efforts as needed.
