Position Summary: The Jamestown Housing Authority is seeking a skilled and motivated Accountant to join our administrative team. This position is responsible for the full scope of the Authority's financial operations, including payroll, accounts payable/receivable, HUD reporting, budget preparation, and audit coordination. This is a civil service position; the selected candidate will be appointed provisionally and must take the next available civil service examination for the position and be eligible for permanent appointment.
Reports To: Executive Director
Examples of Duties and Responsibilities:
* Prepare weekly payrolls and all related filings including 941s, NYS-45s, W-2s, and 1099s
* Manage accounts receivable and accounts payable
* Reconcile the Authority's general ledger and all financial accounts, including capital funding and
depreciation schedules
* Prepare and submit all year-end financial reporting to HUD using the Financial Assessment System (FASS)
* Submit monthly Voucher Management System (VMS) reports to HUD
* Assist in the preparation and submission of grant applications and specialized financial projects
* Compile data for budget preparation; develop and transmit the annual budget to HUD
* Coordinate HUD-mandated Single-Year Financial and Management Audits
* Submit quarterly reports through federalreporting.gov and other HUD platforms
* Prepare monthly financial statements for review by the Board of Commissioners
* Manage drawdowns of capital and operating funds through HUD's LOCCS system
* Submit annual management reports via the Management Assessment Sub-System (MASS)
* Oversee IRS and pension plan withholdings and related reporting
* Prepare the Authority's annual PILOT (Payment in Lieu of Taxes) submissions to local municipalities'
Minimum Qualifications:
Graduation from high school or possession of a high school equivalency diploma and one of the following:
A. Graduation from a regionally accredited or New York State registered four (4) year college or university with a
Bachelor's degree in Accounting, Business Management, or a related field, including or supplemented by the
completion of 18 credit hours in accounting, and one (1) year of accounting or auditing experience which must
have included:
* Maintenance or auditing of double-entry business books including the general ledger; or
* Maintenance of governmental agency books involving appropriation accounting and preparation of budget
and financial reports.
OR
B. Graduation from a regionally accredited or New York State registered two (2) year college with an Associate's
degree in Accounting, Business Management, or a related field, including or supplemented by 18 credit hours in
accounting, and three (3) years of experience as listed in "A" above;
OR
C. Graduation from a two (2) year accounting course at a New York State registered business school, and three (3)
years of experience as listed in "A" above.
Additional Requirements:
* Strong understanding of accounting principles and financial reporting
* Experience with HUD systems and government grant reporting preferred
* Proficiency in Microsoft Excel and accounting software
* Ability to manage multiple priorities and meet deadlines
* Strong organizational and analytical skills
* Must be bondable and pass a background check
