The Staff Accountant is responsible for the preparation of all accounting and financial reporting for The Arc Jacksonville. This position is also responsible for the preparation of overall financial performance, evaluation and reporting of awarded Grants and Contracts to The Arc Jacksonville. This role is accountable for fiscal compliance in all assigned grants/contracts, working closely with Program Coordinators and Federal/State/Local grantors, as well as demonstrating an understanding of the day-to-day program operation.

Reports To: Chief Financial Officer.

Essential Functions

• Be knowledgeable of Generally Accepted Accounting Principles (GAAP).
• Maintains in-depth knowledge of Federal, State, and other funding source regulations and requirements for non-profit organizations, including Uniform Guidance 2 CFR Part 200.
• Develop and maintain reports to facilitate financial reporting operations.
• Design, implement, and maintain effective billing systems and controls based on funding source requirements.
• Reviews and provides analyses of financial reports detailing the use of funds to staff, project managers, senior management, and for distribution to internal and external users.
• Serves as a resource to the grant application process for budgets and regulatory compliance.
• Responsible for accounting including invoicing, procurement, and expenses.
• Prepares budget for various grants and assists in preparation of Annual Budget, month-end, quarter-end, and year-end close.
• Reviews financial results for completeness by preparing various reports, schedules, and reconciliations.
• Provides budget to actual reports monthly with analyses to Program Coordinators and various department heads.
• Provide ad-hoc account analyses, as needed.
• Prepares monthly financial reports and statements for The Arc Jacksonville and its subsidiaries.
• Performs various closeout procedures related to month and year end activities
  
  

• Review, negotiate, and coordinate input from other units for the timely review and execution of new awards and amendments.
• Understand the nature of the award by reviewing the project description including RFAs/RFPs/project narratives and other supporting documentation.
• Ensure compliance with federal, state, and local regulations including donor/grantor-specific requirements.
• Negotiate with sponsors/funders for terms and conditions acceptable to The Arc Jacksonville and its subsidiaries and propose alternative language as appropriate.
• Serve as a resource for The Arc Jacksonville on compliance rules, regulations, and standards associated with federal, state, and local government funds as well as foundation support.
• Provide analysis, evaluation, and recommendations to improve award/sub-award management associated policies and procedures within pre-established parameters.
• Assist in the planning, coordination, and execution of audit processes.
• Review financial statements monthly to ensure the accuracy of program revenue and expenditures, and required match, and document actual vs. budget variances.
• Other duties as assigned.

• Bachelor's degree in accounting or finance-related field.
  
  

• Minimum of 3 years of primary responsibility for supporting, accounting, and reporting for multiple grant program operation.
• Familiarity with not-for-profit accounting for federal and state grants is preferred.
• Experience with ERP systems such as NetSuite, Microsoft Dynamics, or Sage is strongly preferred.
