Base pay range

$60,000.00/yr - $65,000.00/yr

General Description

Reporting to the Human Resources Director, the Human Resources Generalist manages the day-to-day HR functions and supervises the Front Desk Administrative Assistant and Human Resources Administrative Assistant. The individual carries out responsibilities in the following functional areas: recruitment, training and development, benefits, Human Resource Information Systems, and employee relations.

Summary Of Essential Job Functions

Essential job functions include the following. Other duties may be assigned.

  • Administers various human resources plans and procedures for all staff; assists in development and implementation of personnel policies and procedures.
  • Participates in developing department goals, objectives, and systems.
  • Conducts new-employee orientations and trains employees on Human Resources issues and practices. Assists with training needs assessments and training impact measures.
  • Maintains human resources systems (i.e., Paycom, Relias), analyzes and compiles data, and generates reports.
  • Assists with the recruitment process for exempt, nonexempt staff and temporary employees to include writing and placing advertisements.
  • Participates in employee relations matters, facilitates open employee communications, and assists in the investigation of employee complaints or concerns.
  • Assists with agency-wide activities including wellness and performance and quality improvement
  • Supports 401(k) plan administration to include 401(k) loans, withdrawals and audit process.
  • Coordinates workers compensation claims and unemployment claims.
  • Supports the implementation of health and safety programs. Tracks and posts OSHA-required data and files reports.
  • Assists with the implementation of the performance management system to include annual performance reviews.
  • Recruits, trains and supervises the Front Desk & Human Resources Administrative Assistants and arranges Front Desk coverage for Front Desk Administrative Assistants absences.
  • Participates in staff meetings and attends other meetings and seminars.
  • Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Complies with all federal and state regulations and government reporting requirements concerning employment including any related to the Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA).
  • Performs other related duties as assigned including serving as backup for HR Team members as needed.

Requirements

  • Bachelor's degree in Human Resources, Business or Organizational Development or equivalent combination of education, training and experience.
  • Professional in Human Resources (PHR or SPHR) certification a plus.
  • Knowledge of the principles and practices of human resources administration, as well as federal, state and local laws governing equal employment opportunity and civil rights, occupational safety and health, workers compensation, wage and hour issues, and labor relations including but not limited to the following statues and their comparable state and local laws: Title VII, ADA, ADEA, FMLA, FLSA, OSHA, ERISA, NLRA, Equal Pay Act, and Pregnancy Discrimination Act.
  • Experience supervising staff preferred.
  • Computer proficiency in Microsoft office, payroll systems (ADP, Paycom, etc.) and database management (HRIS, benefit administration system, and/or LMS).
  • Ability to support and implement department projects, policies, goals and objectives.
  • Maintain a functional and safe home working space with adequate internet connection for the job.
  • Comply with all agency and program policies and procedures including confidentiality, employee conduct, computer usage and dress code.
  • Meet program/departments performance and productivity standards.
  • Attend required agency and program/department meetings.
  • Adhere to the schedule agreed upon with the supervisor.
  • Follow and model CFRs core values.
  • Participate in PQI initiatives.
  • Must be eligible and able to obtain a Level one fingerprint card.
  • Must have a valid Arizona drivers license, vehicle and meet agency liability insurance requirements.

  • Safety and security actively promotes and personally observes safety and security procedures and uses equipment and materials properly.

  • Ability to use a variety of office equipment and machines as referenced.
  • Normal manual dexterity and eye-hand coordination required.
  • Repeated hand-wrist movement required.

The nature of the position involves a fast paced working environment with multitasking of many different duties and tasks. General daily priorities may change at a moments notice and the position requires quick response time and flexibility.
