University Enterprises, Inc. (UEI) at Sacramento State is seeking a Human Resources Manager for Human Resources (HR). HR at UEI is dedicated to recruiting, hiring, and training the organization’s employees and guiding and supporting management, staff, and customers in employee-related decisions. HR oversees benefits and compensation, manages the employee performance review process, and stays current with changing laws, issues, and regulations in all areas that affect UEI employees. RATE OF PAY:

  • Full Salary Range: $6,951 - $10,427 per month
  • Anticipated Hiring Range: $7,820 - $9,558 per month

CONDITIONS OF EMPLOYMENT:

This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

The selected candidate must furnish proof of eligibility to work in the United States. University Enterprises, Inc. is not a sponsoring agency (i.e. H-1B Visa).

MINIMUM QUALIFICATIONS

1. Bachelor’s degree in Human Resources or related field, or equivalent combination of education and/or work experience.

2. Demonstrated extensive work experience in Human Resources including experience in the areas of employment, recruitment and selection, Equal Employment Opportunity (EEO) regulations, employment law, and employee relations.

3. Demonstrated knowledge of Human Resources policies and practices as they apply to a medium to large organization including the application of EEO and ADA laws, their implementation, and reporting requirements.

4. Demonstrated experience managing staff.

5. Demonstrated knowledge of compensation principles and practices.

6. Demonstrated skill in the use of computer applications including presentation, spreadsheets, word processing, email, and database software such as the programs in the Microsoft Office Suite.

7. Demonstrated experience effectively communicating and working with all levels of employees and/or customers while maintaining a professional demeanor and exercising tact and good judgment. Ability to establish and maintain cooperative working relationships with customers, applicants, and employees.

8. Demonstrated experience working in a multi-cultural environment. Must have excellent interpersonal relationship skills.

9. Excellent written and oral communication skills, including excellent command of English language including grammar, spelling, and punctuation.

10. Demonstrated leadership skills, including excellent decision-making, problem-solving, collaborative, and analytical skills. Ability to plan, organize, and review the work of others.

11. Must be extremely detail oriented and have good organizational skills. Skill in coordinating different tasks, setting and meeting deadlines, and completing projects.

12. Must be fingerprinted and pass a background check. Must continue to meet the established standards.

PREFERRED QUALIFICATIONS

1. Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) certification or other advanced Human Resources certification or education.

2. Demonstrated skill in the use of online application systems and databases, such as UKG Workforce Ready or similar HRIS/Payroll program.

3. Experience with training, position classification, compensation administration, and benefits administration.

4. Experience administering Workers’ Compensation and Safety programs.

DUTIES AND RESPONSIBILITIES

Under the general direction of the Director, Human Resources, the position assists in the management of the Human Resources (HR) Department. This includes oversight of employment programs and other Human Resources functions as assigned. The position is responsible for compliance with Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), non-discrimination regulations, and other employment laws. The position assists the Director, Human Resources with planning, development, and implementation of Human Resources programs, employee and labor relations, updating Personnel Policies, developing and monitoring the department budget, and special projects as assigned. The position also may provide support to the Workers’ Compensation, Safety, and leave of absence programs. The position reports directly to and receives general direction from the Director, Human Resources. The position supervises HR Recruitment Coordinator, Student Employment Program Coordinator, Human Resources Technicians (3), and provides lead direction to other staff as assigned.

The specific duties and responsibilities are as follows:

1. Assists in overseeing the daily operations of the HR department, including planning, organizing, supervising, and directing departmental operations.

2. Supervises, schedules, trains, evaluates, coaches, and mentors assigned staff consistent with UEI policies; prepares and delivers performance evaluations; acts as lead in the selection and hiring of HR department staff.

3. Oversees the employment and recruitment process including benefited, student, and part-time positions, ensuring compliance with UEI policies and applicable laws.

4. Partners with hiring managers for benefited positions to ensure candidate selections are properly documented. Reviews committee justifications, submits recruitment compliance materials and hiring/salary recommendations for approval, extends and negotiates offers, and coordinates new hire orientations, and related activities.

5. Works with Sponsored Programs Administration (SPA) to ensure recruitment and placement for positions funded through SPA comply with state and federal contracts and to confirm anticipated salaries, benefits, and recruitment costs align with budget prior to recruitment.

6. Maintains and tracks recruitment data for non-discrimination reporting on benefited recruitments. Prepares required non-discrimination reports and responds to audit and report requests as needed.

7. Works with the Student Employment Coordinator in support of the student employment program and part-time recruitment, ensuring compliance with UEI policies, practices, and federal and state laws. Provides back- up support for the student employment program, including but not limited to recruitment and hiring, employee relations, customer relations, and disciplinary issues.

8. Advises management on employee relations issues and recommends appropriate actions such as training, job evaluation, or discipline. Provides guidance on disciplinary procedures and makes recommendations to the Director of Human Resources.

9. Participates in the investigation and resolution of employee relations concerns including interviewing staff and preparing reports as assigned.

10. Participates in the development and monitoring of the HR department budget.

11. Coordinates workflow within HR, working with the HR Operations Supervisor as needed, as office priorities, seasonal changes, and new projects dictate. Makes recommendations on policies/procedures affecting HR operations.

12. Writes and/or edits communications as requested by the Director of Human Resources including; correspondence, flyers, emails, and annual reports.

13. Assists with developing, updating, and implementing UEI Personnel Policies. Performs research to ensure policies are legally compliant.

14. Serves as primary audit representative, communicating with auditors and coordinating periodic and annual audits and compliance reviews. Ensures electronic and physical documentation is gathered and uploaded to the various collection sites, working closely with HR staff.

15. Assists with developing job descriptions to accurately reflect the job requirements, duties, and responsibilities, as needed.

16. Supports the Human Resources Coordinator with the Workers’ Compensation, Safety, and leave of absence programs, as needed. May represent UEI in workers’ compensation and Cal/OSHA cases before appeals boards.

17. Maintains up-to-date knowledge of federal and state HR laws and regulations. Interprets laws and policies, advising management and employees as needed. Identifies trends and recommends improvements to enhance procedures and support organizational goals.

18. Assists the Director, Human Resources with the implementation or administration of various Human Resource programs and special projects as requested. Makes recommendations on policies/procedures affecting Human Resources operations.

19. Supervises the office and assumes selected duties for the Director, Human Resources, during absences or as requested.

20. Collaborates with HR staff on the maintenance and use of the HRIS system (e.g., UKG Workforce Ready); ensures data accuracy and supports reporting needs.

21. Supports organizational development initiatives including training, classification reviews, and compensation analysis as assigned.

22. Performs other job-related duties as needed.

Note: This position vacancy is with University Enterprises Inc., an auxiliary organization of California State University, Sacramento. This is not a University position; the incumbent will be an employee of University Enterprises. University Enterprises operates commercial enterprises on the California State University, Sacramento campus; it is responsible for grant and contract management and fiscal services for University research and sponsored programs and provides fiscal services to University related agencies and activities.
