  • Manages, plans for, and supervises operations and assigned staff of the department providing necessary supervision and assistance in the completion of assigned tasks and goals.
  • Oversees the HRIS, ATS, performance management and other HR systems and platforms for employees and volunteers. Develops and provides training related to their effective use.
  • Collects and maintains organizational data and key performance indicators for the department; prepares reports and identifies trends in employee and volunteer related issues and metrics. Makes related programmatic and policy recommendations.
  • Assists the Director in employee performance and development, conflict resolution, grievance processing, discipline and terminations, as needed or requested.
  • Provides input during the annual planning and budget preparation process. Drafts proposal and monitors department expenditures throughout the fiscal year.
  • Directs processes related to District-wide employment activities including oversight of recruitment advertisement and new employee orientation and on-boarding. Responsible for entry level position recruitment; manages the seasonal recruitment processes.
  • Coordinates the development, review and revision of employee job descriptions when positions become available for recruitment and on an annual basis.
  • Participates in the evaluation of best practices in skills enhancement, career development and succession planning and considers opportunities to implement related programming.
  • Identifies legal requirements and government reporting regulations affecting human resources functions and makes recommendations to ensure policies, procedures and reporting are in compliance.
  • Oversees the District’s comprehensive applicant, employee, volunteer, and risk management records maintenance, manages the Department’s records retention and disposal activities under the Illinois Act. Prepares responses to requests under the Freedom of Information Act (FOIA), the Illinois Personnel Records Review Act and all other inquiries related to employment records.
  • Leads the development and maintenance of all personnel handbooks, forms and brochures and updates department documents.
  • Administers the District’s FMLA, disability, and other leave programs, recommends policy adaptations to maintain compliance and improve market competitiveness.
  • Supports the District’s participation in the Intergovernmental Personnel Benefit Cooperative (IPBC), the Park District Risk Management Association (PDRMA), the Illinois Municipal Retirement Fund (IMRF), other co-op and benefit carrier relations and evaluates and recommends benefit program opportunities.
  • Drafts content for and compiles staff contributions to prepare the monthly human resource report for presentation to the Executive Director and Commission.
  • Prepares materials for inclusion in board agenda packets; presents items for consideration at committee and full commission meetings as assigned.
  • Develops and implements employee recognition programs and events; serves as the Chair to the recognition committee.
  • Obtains and maintains all required licenses and certifications and keeps up-to-date on professional trends and developments related to position accountabilities.
  • Bachelor’s Degree in human resources, public or business administration, organizational psychology or leadership, or a related field with some emphasis on human resources management.
  • 5-7 years of progressively responsible public sector human resource experience, with prior supervisory experience required.
  • Considerable knowledge of state and federal employment law as it relates to public sector employers.
  • HRCI and/or SHRM certification preferred with the ability to obtain within one year of employment required.
  • Possess and maintain a valid Illinois Driver’s License free from suspension or revocation during term of employment; must maintain insurability with the District’s fleet insurance carrier.
  • STARTING PAY RANGE: THE 2025 SALARY RANGE FOR THIS OPPORTUNITY IS $92,912 TO $121,913 WITH A STARTING SALARY UP TO $97,620, BASED ON QUALIFICATIONS, EXPERIENCE, AND THE EQUITABLE PAY PRACTICES THAT GUIDE THE DISTRICT’S COMPENSATION PROGRAM.

    HOURS: FULL TIME, 40 HOURS PER WEEK, MONDAY - FRIDAY


    POSITION SUMMARY The Human Resources Manager oversees the day-to-day operations of the department and assists the Director of Human Resources with the implementation of strategic programs and initiatives to advance the District’s mission.     Compensation and Benefits
    The 2025 salary range for this opportunity is $92,912 to $121,913 with a starting salary up to $97,620, based on qualifications, experience, and the equitable pay practices that guide the District’s compensation program.
