Recruitment Announcement: Director of Human Resources
West Chester Borough is seeking a Director of Human Resources with the ability to lead change and organizational development. The person in this position will have a thorough understanding of human resources practices and will nurture and support a culture of continuous improvement and accountability.
West Chester Borough provides vital services through departments of police, fire, public works, parks and recreation, building and housing, administration, parking, and wastewater to its 18,000+ residents. The Director will help manage a staff of 125 employees coordinating hiring, contract negotiations, benefits administration, budgeting, and management support. This is a management position that requires a high degree of competency and ability to work independently. The person in this position will report to the Borough Manager.
Duties
- Apply knowledge of and possess the ability to interpret federal, state, and local regulations to assure compliance with the law and human resources practices.
- Maintain and provide advice concerning confidential information and situations.
- Responsible for all benefits administration
- Prepare effective written and oral presentations and quantitative analysis to officials and employees in the organization.
- Provide strategic leadership and develop innovative solutions to various human resources issues and problems such as hiring, employee enrichment, organizational development, and employee retention.
- Prepare job descriptions and compensation and benefits analysis.
- Identify and develop organization-wide, cost-effective training programs for employees.
- Assist with labor contract negotiations with police and public works labor unions. Advise management staff on compliance with labor contracts.
- Assist with resolving employee conflict, discipline, employee performance plans, termination, and litigation.
- Assist with workers compensation claims and risk management.
- Research, administer, and provide recommendations for comprehensive employee benefits program.
- Assist with annual operating budget preparation.
Education and Experience:
A Bachelor's Degree in Human Resources Management, Labor/Industrial Relations, Business or Public Administration, Organizational Psychology, Strategic Management, Organizational Development or a closely related field.
Minimum five years’ of progressively responsible senior management experience in human resources, public administration, or general executive management in an organization of similar size and complexity. Experience in a government setting with labor unions is preferred.
The starting salary range is $110,000 - $115,000. The Borough offers a strong benefits package including retirement, health, dental, and vision. Paid time off, flexible working hours, and tuition assistance is offered.

This position operatesin a professional office environmentandrequiresthe use of standard office equipment.
This is an in-person role; 5 days per week. Remote work is approved only on a case by case basis.
Experience with Paylocity or similar HRIS strongly preferred.

This is a full-time, salaried, (FLSA) exempt position. The typical work week is 40 hours, Monday through Friday.
