Accountable To: NAT Business Council and the Executive Director
Summary of Work: The Human Resources Manager will lead and direct the routine functions of the Human Resources (HR) department that includes: hiring and interviewing staff, administering pay, benefits, and leave, and enforcing the Northern Arapaho Tribal policies and procedures. The HR Manager coordinates the implementation of services, policies, and programs through the HR staff. Assists and advises managers on H.R. issues that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity, standards, goal attainment and ongoing development of the NAT Tribal workforce.
Supervisory Responsibilities and Objectives:
- Recruits, interviews, hires, trains and orients new NAT workforce.
- Oversees the daily workflow of the NAT HR department.
- Provides constructive and timely performance evaluations of the NAT workforce with tribal department/program directors.
- Assists with discipline and termination of tribal employees in accordance with NAT Tribal policies & procedures manual.
- Development of NAT HR Department and Tribal Workforce.
- Safety of NA Tribal Workforce.
Areas of Position Duties and Responsibilities:
- Provides support and guidance to tribal programs/departments and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Manages the NAT Tribal employment process, which includes recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with Tribal Department managers/directors to understand skills and competencies required for openings.
- Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure NAT attracts and retains top talent.
- Oversees Tribal employee disciplinary meetings, terminations, and investigations.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, employee management, and employment law.
- Develops, maintains and administers tribal policy and procedures.
- Ensures tribal employee welfare, safety, wellness and health relations are in good standing.
- Provides tribal employee development and training.
- Has open communication with NAT employees.
- Performs other duties as assigned.
Position Requirements:
- Knowledge of Northern Arapaho Tribal Organization.
- HR Certified or in the process of HR Certification.
- Knowledge and experience of employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
- Excellent oral and written communication and organizational skills.
- Excellent interpersonal and coaching skills.
- Demonstrated ability to lead and develop Human Resources staff members.
- Demonstrated ability to interact effectively and network with other agencies.
- Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in database management and record keeping.
- Excellent knowledge of time keeping system and HR Module.
- Evidence of the practice of a high level of confidentiality.
- Process Drug testing of all employees.
- Process Background Checks for Tribal employees.
Education and Experience:
- Minimum of a Bachelor's degree, Master’s degree preferred, in Human Resources, Business or Organization Development.
- Five plus years of progressive leadership experience in Human Resources positions.
- Experience in the administration of benefits and compensation programs.
- Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
