We accomplish this primarily through the following core activities:
- Serve as a single contracting vehicle for community-based providers to enroll in Medi-Cal managed care plan networks.
- Reduce administrative burden for providers so they can focus on serving clients.
- Drive improved coordination between providers across multiple systems through technology infrastructure, training, and administrative practice support.

Full Circle Health Network is closely affiliated with the CA Alliance of Child and Family Services, under the governance of the California Alliance Board of Directors. The Network has an advisory board made up of subject matter experts and participants of the network.
Position Overview: Human Resource Manager
Under the direction and supervision of the CEO, the Human Resources Manager is responsible for coordinating the administrative activities related to the organization’s personnel and IT systems and equipment. The HR Manager handles a range of HR responsibilities including employee recordkeeping, HR compliance, processing employee changes within the HRIS and other HR administrative functions and assist in providing a positive customer service for employees.
Key Responsibilities:
- Implement HR strategies and initiatives as assigned by the CEO, COO, Operations Director and Executive Leadership Team
- Hiring duties such as posting new jobs and scheduling candidates for interviews, and onboarding oversight
- Support current and future business needs through development, engagement, motivation, and preservation of human capital
- Support and coordinate with HR platforms and vendors
- Administers health and welfare plans, including enrollments, changes, and terminations by working with Benefits Administrator
- Create new employee files and maintain existing files
- Issue equipment to new employees and maintain a schedule of equipment
- Assist with IT service for technical difficulties
- Assist staff with hardware and software challenges
- Nurture a positive and inclusive working environment
- Assess employee training needs
- Assists Vice President of Finance and Operations with legal compliance throughout human resource management
- Coordinator for HR consulting group (HR to go, currently)
- Assist Directors and Finance with the monitoring of hourly employee’s timecards.
- Assist Directors and Finance with the implementation of staff training program(s)
- Assist CEO, COO with employee surveys
- Assist Insurance Broker and Director of Operations, with 401k eligibility, enrollment and recalcination.
- Assist Administration, and Finance and Chief of Staff with internal communications related to human resources
- Monitor vacation requests in Paylocity, assuring approvals, and review monthly Paylocity accruals
- Other duties as assigned

EDUCATION AND/OR EXPERIENCE
Education:
·Bachelor’s degree in Human Resources, Information Technology, Business Administration, or a related field.
·A combination of relevant experience and education may be accepted.
·Certifications in HR (e.g., SHRM, PHR, aPHR) or IT (e.g., CompTIA, Microsoft) can be a plus.
Experience:
·2+ years of experience in Human Resources, IT coordination, or a similar administrative role.
·Experience in HR software (e.g., HRIS systems, applicant tracking systems) and IT tools.
·Familiarity with recruitment, employee onboarding, payroll systems, and HR compliance.
·Experience in technical support or coordination of IT projects.
Additional Requirements:
- This is a remote role; however, residency in California is required.
