The Human Resources Director (HRD) for Southeast Colorado Hospital District in Springfield, CO will follow the direction of the Administrator/CEO. The HRD is accountable for the functional implementation and maintenance of the Human Resources Policies & Procedures program. Develops and administers a comprehensive range of human resources programs, including employee orientation, wage & salary administration, and benefits. Ensures compliance with state and federal regulations, including EEOC. Counsels staff employees and management in the Human Resources area. This position is also responsible for maintaining the day-to-day operations of the H/R Department, maintaining and administering performance evaluations, employee recruitment and retention, benefits management, and managing Worker’s Compensation and Unemployment claims. The HRD directly supervises the Payroll Clerk.
Responsibilities
- Ensure proper and consistent application of all aspects of the plan and ensure continuation of the Policies and Procedures Manual.
- Ensure compliance with state and federal regulations.
- Communicate with employees regarding policies, procedures, benefits, etc.
- Review and approve all job descriptions for new or proposed positions before filling.
- Ensure proper classification of positions as exempt or nonexempt per FSLA regulations.
- Oversee management of compensation plans, providing advice on starting salaries and maintaining equitable wages.
- Manage recruitment, screening, placement, and maintenance of personnel records.
- Develop and administer employee orientation and benefits programs.
- Counsel staff and management in HR matters.
- Oversee daily HR department operations, including performance evaluations, recruitment, retention, and benefits management.
- Provide HR best practices consultation and coordinate responses to customer needs.
- Support employee relations, legal compliance, hiring, terminations, discipline, and investigations.
- Manage unemployment claims and workers’ compensation programs.
- Handle FMLA, Leaves of Absence, and COBRA requests.
- Participate in Safety Committee, QAPI, and compliance programs.
- Conduct interviews, hiring, orientation, performance appraisals, and employee discipline.
- Develop and lead staff meetings as needed.

Qualifications
- Bachelor’s degree in Human Resource Management, Educational Leadership, or a relevant field.
- HR experience in organizations of at least 50 employees.
- Experience in contract administration and negotiations.
- SHRM CP/SCP or HRCI certification preferred.
- Proficiency in Word, Excel, PowerPoint, and internet use.

Salary Range: $60,000 - $80,000 annually. We offer a comprehensive health and welfare benefits package.
