Tyler Technologies is seeking a motivated Business Analyst to join our Kansas State Enterprise team. This role offers the opportunity to work closely with state agencies, modernize citizen services, and drive impactful digital transformation across Kansas. Help shape how millions of Kansans interact with government services every day.
Key Responsibilities
- Lead Requirements Gathering for Kansas Agencies: Conduct interviews, site visits, workshops, and document reviews to gather business and technical requirements for statewide digital government services.
- Build Agency Partnerships Across Kansas: Collaborate with state and local agencieslike KDOR, KBI, and the Secretary of Stateto align project goals, clarify outcomes, and foster productive working relationships.
- Work Across Teams to Deliver Results: Partner with UI/UX, engineering, and project teams to define user stories, acceptance criteria, and technical needs within Kansas evolving digital ecosystem.
- Analyze & Interpret Government Needs: Translate stakeholder feedback into actionable insights. Prioritize features that improve accessibility, transparency, and operational efficiency.
- Utilize Low-Code SaaS Platforms: Leverage Tylers platform tools and low-code solutions to support faster deployments for Kansas-specific use cases.
- Create Clear & Accurate Documentation: Develop use case scenarios, mockups, workflows, and requirement specifications tailored for Kansas agencies.
- Support QA & Testing: Build and execute test plans to validate that digital tools meet functional needs and compliance standards in Kansas.
- Stay Engaged Through the Project Lifecycle: Participate from discovery to deliveryensuring long-term value for both the state and its citizens.

Qualifications
- Education: Bachelors degree in business, information systems, or related field, or equivalent relevant experience.
- Experience: Minimum 4 years in business analysis, preferably supporting public sector clients or SaaS solutions.
- Strong Interpersonal Skills: Ability to work with Kansas government leaders and agency staff at all levelsbuilding trust, clarity, and momentum.
- Adaptable and Self-Motivated: Thrive in a fast-paced, flexible environment with shifting priorities and high-impact deliverables.
- Technical Acumen: Familiarity with Agile/SCRUM, JIRA, low-code platforms, and digital service tools. Experience with Drupal, workflow tools, or microservices is a plus.
- Location-Based Support: While the role is primarily based in Kansas, occasional travel for agency meetings may be required.
