$36.00/hr - $39.50/hr

We are currently seeking two Business Analysts. Candidates must be able to work onsite three days per week onsite in Frankfort, KY and two days remote. Job Description:

The Business Analyst for the Centralized Citizen Identity Management Solution will play a pivotal role in guiding the planning, design, and implementation of an enterprise-wide system dedicated to securely managing citizen identities. Working at the intersection of business needs, technological capability, and regulatory requirements, the Business Analyst will ensure that the solution delivers value to stakeholders, optimizes operational workflows, and aligns to best practices in privacy and security.

Key Responsibilities:

• Requirements Gathering and Analysis.
• Engage with government agencies, IT partners, and policy makers to gather, document, and validate business and technical requirements.
• Conduct stakeholder interviews, workshops, and process mapping sessions to understand current challenges and future needs related to citizen identity management.
• Translate business needs into clear and actionable requirements, user stories, and functional specifications.
• Document 'as-is' and 'to-be' business processes, focusing on the end-to-end lifecycle of citizen identity creation, verification, maintenance, and retirement.
• Work with cross-functional teams to design workflows that support automation, self-service capabilities, and seamless integration with legacy systems.
• Support the project manager in developing project plans, timelines, and deliverable schedules.
• Track progress against milestones and identify risks and issues affecting scope, schedule, or budget.
• Facilitate communication and coordination between business and technical teams throughout the implementation lifecycle.

Required Qualifications:

• Minimum of three to five years of experience as a business analyst, preferably in large-scale IT or public sector projects.
• Proven expertise in requirements gathering, process analysis, and documentation.
• Strong understanding of identity management concepts, data privacy, and security best practices.
• Excellent verbal and written communication skills, with the ability to present complex information to diverse audiences.
• Demonstrated problem-solving skills and the ability to work independently and in cross-functional teams.

Preferred Qualifications:

• Experience with government or citizen-facing digital services.
• Background in data analytics, information security, or enterprise architecture.
• Analytical Thinking: Ability to deconstruct complex problems, identify root causes, and develop practical solutions.
• Stakeholder Engagement: Skilled at building trust, managing expectations, and balancing competing priorities among diverse groups.
• Detail Orientation: Commitment to accuracy, completeness, and quality in all deliverables.
• Adaptability: Comfortable navigating ambiguity, adjusting to evolving requirements, and embracing change.
• Ethical Judgment: Demonstrates integrity and responsibility in handling sensitive citizen data and confidential information.
