Summary of Duties: The Infrastructure Maintenance & Construction Services (IMCS) Operations Support Department develops the strategy and implements business processes and systems solutions collaboratively across IMCS to promote best practices in infrastructure asset management. Within IMCS Operations Support, the Asset Management group collaborates with IMCS leadership and Engineering Services to establish the infrastructure asset management strategy based on Amtrak's corporate objectives. Essential Functions: Support the Sr Mgr Asset Management in advancing asset management initiatives and ensuring consistency in asset strategy execution across departments. Lead the Asset Management Strategy team, providing direction and guidance to ensure asset management initiatives align with Amtrak's strategic goals. Compile the biennial Infrastructure Asset Line Plan and the Northeast Corridor Asset Management Plan in accordance with 49 U.S.C. 24320 and 49 U.S.C. 24904, ensuring compliance with federal requirements and alignment with Amtrak's long-term asset management objectives. Drive the strategic alignment of infrastructure asset management frameworks across IMCS and Capital Delivery Engineering Services (CAPD), ensuring strategies inform renewal, maintenance, and replacement decisions through a structured, data-driven approach. Develop and implement enhanced infrastructure asset management strategies in collaboration with CAPD, ensuring alignment with asset lifecycle objectives, risk-based planning, and investment prioritization to enhance long-term asset sustainability and reliability. Develop the asset data dictionaries used to define Amtrak's asset information hierarchies and develop asset management strategy. Lead the development and implementation of infrastructure condition assessment frameworks to support evidence-based asset evaluations, criticality analysis, and risk-informed decision-making. Steward the integration of evolving asset management strategies within internal Operations Support teams, ensuring alignment between asset management initiatives, system capabilities, and date integrate to supported informed decision-making and lifecycle planning. Analyze infrastructure asset trends to provide insights for state of good repair (SOGR) planning, investment prioritization, and long-term asset renewal strategies. Ensure infrastructure asset management strategies are effectively communicated to Operations Support teams, aligning strategic initiatives with system capabilities, data governance, and decision-making processes. Enhance data-driven decision-making by leveraging asset information, decision-support tools, and investment prioritization methodologies to align asset strategies with operational and capital planning needs. Oversee weekly production reporting, analyzing planned vs. actual performance to track trends, identify gaps, and drive process improvements. Monitor and assess asset performance metrics, including asset condition trends and investment outcomes, to identify opportunities for continuous improvement. Foster collaboration and maintain positive relationships with internal and external stakeholders. Manage recurring regulatory submissions and respond to ad-hoc data requests from internal and external stakeholders. Lead continuous improvement initiatives in asset management processes, identifying opportunities to enhance efficiency, strengthen reporting, and improve transparency in infrastructure decision-making. Minimum Qualifications: Bachelor's Degree in Engineering, Business, Asset Management, or the equivalent combination of education, training and experience Seven (7) years experience leading development of asset management strategies and reporting Solid ability to collect, summarize and analyze financial and operational information Work experience in railroad engineering management systems (or related field) Proven experience with business process development and mapping and working knowledge of enterprise asset work management processes Familiarity with and ability to apply key concepts in all areas of project management including strategic planning, impact studies, budgetary analysis, logistical planning and organizational relationships Ability to communicate complex concepts at all levels Working knowledge of asset, work, and maintenance management best practices and processes. Demonstrated ability lead and manage organizational change Demonstrated ability to build rapport with all levels of the organization and to communicate effectively with department heads, managers, supervisors and clerical staff. Demonstrated ability to apply strong analytical skills Preferred Qualifications: 9+ years experience leading development of asset management strategies and reporting Master's Degree in Engineering, Business, or Asset Management. Understanding of Maximo, asset and work management system, organizational and business processes CAPM/PMP or similar project management credential Working knowledge of ISO 55000, PAS 55, or other Asset Management standards Related workforce management experience Working knowledge of GPS/Geospatial Systems Work Environment: Office and field work environment. Travel up to 40%. Amtrak runs a 24/7 operation with around-the-clock work shifts. Meeting attendance may be required outside of normal business hours to gather requirements from users working different shifts. Travel to other Amtrak offices and right-of-way sites that are not accessible by train travel. Communications and Interpersonal Skills:
