Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. A list of eligible applicants will be established based on the examination as outlined below.

Examples of Duties

Under general supervision from the HCVP Inspections Supervisor, the HCVP Inspector physically inspects privately owned rental properties participating in the Housing Choice Voucher program to ensure they meet the health and safety Housing Quality Standards established by HUD.

Essential Duties Performs and documents initial, annual, and special inspections of units in the Housing Choice Voucher programs for compliance with the Housing Quality Standards (HQS) Confirms that unit is the size noted on the contract and which utilities are provided by the owner and tenant. Notifies owner and resident in writing of specific HQS violations so deficiencies can be corrected within the time specified by HUD and Office of Housing Administrative Plan. Determines whether the owner, resident, or both are responsible for units failing HQS, based upon observable evidence, experience and HUD regulations. Performs follow-up inspections to determine that required repairs are completed prior to contract commencement or continuance. Make recommendations to the HCVP Inspections Supervisor appropriate follow-up when necessary. Performs clerical duties associated with inspections such as typing, computer data entry, copying, preparing correspondence, and maintaining files for all types of inspections. Deal tactfully with and maintain effective working relationships with co-workers, landlords, program participants, the general public. Conducts and participated in the investigation of housing complaints concerning potential health and safety deficiencies. Advises landlords, and participants of compliance measures. Maintains records of inspection activities. Prepares reports. Examples of Other Duties

Qualifications Possession of a high school diploma or an appropriate equivalent Plus Three years' experience in inspection, construction, repair, and/or maintenance; zoning inspection; and/or livability inspection work. (Additional experience may be substituted on a year-for-year basis for the required education. Knowledge, Skills, and Abilities (Entry Level) Thorough knowledge of the principles and practices of building, electrical, plumbing, , and livability inspection. Thorough knowledge of building, electrical, plumbing, livability, and zoning codes and standards. Thorough knowledge of building, electrical, and plumbing construction materials and standards. Skill in conducting building, electrical, plumbing, livability, and zoning code inspections. Skill in inspecting buildings, structures, and grounds. Skill in interpreting and enforcing building codes, electrical codes, plumbing codes, zoning laws, livability codes, and regulations. Skill in interpreting maps, blueprints, and construction drawings. Skill in communicating and working effectively with contractors, property owners, and the public. Ability to conduct building, electrical, plumbing, livability, and zoning code inspection and enforcement. Ability to keep records and complete inspection reports. Knowledge, Skills, and Abilities (Full Performance)

Thorough knowledge of building codes, electrical codes, plumbing codes, zoning laws, livability codes, and related laws, codes, and regulations. Knowledge of County and departmental rules, regulations, policies, and procedures. Skill in conducting building, electrical, plumbing, livability, and zoning code inspection and enforcement. Licenses and Certificates Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment

Paid Leave Sick Leave

Vacation Leave

- Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays

- Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
