DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 2 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The Java EE Developer are expected to contribute to the design, development, and deployment of enterprise-grade applications using Java EE technologies, while aligning with HHSC's goals of modularity, security, and interoperability. • Analyze legacy Java EE components, including EJB, JPA , and SOAP services, to support architectural decision-making. • Participate in application rationalization and transformation planning. • Support technical walkthroughs and documentation activities to map current application behavior, dependencies, and integration points. • Collaborate with architects and business analysts to help ensure modernization efforts retain core business logic and interoperability. • Assist in migrating legacy systems to cloud-native platforms, emphasizing microservices and API-driven architectures. • Utilize AI code analysis tools for examining legacy Java EE applications. • Extract and document detailed business requirements and rules based on existing code. • Work with business stakeholders and technical teams to validate and adjust identified requirements. • Identify and record technical debt, design patterns, and architectural details within legacy systems.

CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience - 12 Required Deep hands-on experience in Java and Java EE development, including EJB, JPA, and SOAP-based services. Able to analyze legacy codebases and identify transformation paths for cloud migration. - 12 Required Proficiency in Java SE 1.8 and Java EE 8, including deployment on enterprise-grade application servers. - 12 Required Experience with object-relational mapping and integrating persistence layers with business logic. - 10 Required Ability to work with cross-functional teams including architects, business analysts, and security engineers to align development with business goals. - 8 Required Proven experience with, or strong understanding of, AI code analysis tools for static analysis, code understanding, and pattern recognition. - 8 Required Familiarity with DevSecOps practices, including automated testing, deployment, and monitoring. - 8 Required Exposure to cloud-native transformation strategies, including containerization, elastic scaling, and loosely coupled interfaces. - 8 Required Familiarity with Agile methodologies, sprint planning, and backlog refinement in collaboration with product owners and SMEs. - 8 Required Exceptional analytical and problem-solving skills, with a keen eye for detail. - 8 Required Strong understanding of software design principles and patterns. - 6 Preferred Excellent communication and collaboration skills. - 6 Preferred Experience with requirement elicitation and documentation.

TERMS OF SERVICE Services are expected to start 10/15/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 W Gudalupe St Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
